OHIO CITIZENS FOR RESPONSIBLE ENERGY MOTION TO RESUBMIT ITS. CONTENTION #2 Ohio Citizens for Responsible Energy ( " OC RE" ) hereby moves to j
resubmit its Contention #2, Diesel, Generator Reliability, which was proffered prior to the Special Prehearing Conference in this pro-ceeding.
The good cause for this resubmission is contained in recent documents (primarily NRC IE Information Notice 83-58) which describe the failures of diesel generators of the type to be utilized at the Perry facility.
OCRE in its original contention stated that the Perry diesel generators are not highly reliable, and, to provide further redundancy, in accordance with GDC 17 (Appendix A.to 10 CFR 50),
Applicants should install 3 independent diesel generators, with at least 2 different manufacturers, per unit.
IE Information Notices 83-58 (which describes crankshaft cracking and failure of the Shoreham diesel generators, manufactured by Transamerica Delaval) and 83-51 (which. describes previous failures of the Shoreham diesel-generators and problems at the San Onofre diesels, again supplied by Delaval),

by Applicants 7 all amply indicate that the Perry diesel generators g
are not very reliable and that OCRE's recommendation should be

implemented.
L OCRE, of course, recognizes that this contention was rejected by the Licensing Board in the Special Prehearing Conference Memorandum

and Order (pp. 79-82), largely on the basis of Applicants' uncontro-Verted assertions that PNPP has 3 diesel generators which are supplied by 2 manufacturers.
'While it might be unfair to characterize Applicants' lt statements as lies, it would also be erroneous to believe that they f
contain the whole truth.
Each Perry unit has 2 diesel generators, supplied by Transamerica Delaval, each rated for 7000 kW, one to supply each redundant division of on-site electrical power (Division 1 and Division 2).
FSAR S 8.3.1.1.3.2.
Each unit also has a third, smaller (2600 kW) diesel generator for Division 3 power, which is exclusively devoted to the High Pressure Core Spray pump and its auxiliaries.
This generator is manufactured by Stewart and Stephenson.
FSAR S 8.3.1.1.3.3 and SER, NUREG-0887, S 8.3.1.
The FSAR refers to electrical Division 3 as the HPCS power system. It is totally improper and misleading to take credit for the small, HPCS-dedicated diesel generator in evaluating on-site AC power reliability.
The third diesel generator proposed by OCRE for each unit would be a 7000 kW generator from a manufacturer other than Delaval which could act as a " swing" generator supplying either Division 1 or Division 2 loads in the event that one or both of the dedicated diesel generators failed.

A review of~the PNPP reportable occurrence file reveals no less than 11 deficiencies associated with the diesel generators, ranging from items such as improper capscrew length, to defective valve springs, (next page)

Since this contention is late-filed, the criteria of 10 CFR 2.714 apply.
10 CFR 2.714 (a) (1) (i) concerns the good cause for failing to file on time.
Good cause exists because of the new information concerning the reliability of Transamerica Delaval diesel generators.
The documents cited above detail not only serious failures at the Shoreham station, but also a pattern of deficiencies and substandard quality that threatens the reliability of on-site electric power at PNPP.
The severity of the problems with Delaval generators, and the importance of reliable on-site power to plant safety, prompted OCRE to resubmit this contention.
10 CFR 2. 714 (a) (1) (ii) concerns the availability of other means whereby OCRE's interests can be protected.
OCRE is unaware of the existence of any such mehns, and believes that the litigation of this issue is the only effective means of protecting its interests.
10 CFR 2.714 (a) (1) (iii) concerns the extent to which OCRE's participation may be expected to assist in the development of a i
sound record.
OCRE believes that its pursuit of this issue will aid in the development of the record.
Were it not for OCRE's raising of the issue, the vital issue of on-site power reliability would not be part of the record at all.
The Licensing Board has previously found OCRE's partipation to be likely to assist in the development of the record.

(Continued) questionable piping welds, and a deficiency recently identified wherein the " exhaust piping, as designed, would create back prc?sure in excess of the manufacturer's maximum allowable.
If the emergency diesel generators are lo?.ded beyond 75% of the 7000 kW rating, diesel exhaust pressure will exceed 12" w.g.

This back pressure will cause rapid decrease in engine performance, to the point where the engine will stall at 16" (next page)

OCRE is unaware of any other parties being interested in. pursuing this issue.

may somewhat broaden the issues, OCRE believes that the harm, if I
E any, caused thereby will be negligible in comparison to the benefits

Delay of the proceeding is of no concern, since Perry 1 will not f
be ready for fuel load until December 1984, at the earliest.

OCRE therefore concludes that the factors of 10 CFR 2.714 favor the admission of this contention.
