Dear Mr. DeYoung:

This documents my telephone report under the provisions of 10CFR21 to Mr. R. Baer on July 27, 1983, at approximately 2:00 p.m.

Individual Who Reported Mr. William F. Sailer, General Manager, Quality Assurance Division - Gilbert Associates.

Facility Involved Perry Nuclear Power Plant Units 1 and 2 under construction by the Cleveland Electric Illuminating Company.

Activity / Component Involved' Design of the Standby and HPCS Diesel Generators.

Nature of the Defect The exhaust piping, as designed, would create back pressure in excess of the manufacturers maximum allowable. If the emergency diesel generators are loaded beyond 75 percent of the 7,000 KW rating, diesel exhaust pressure will exceed 12 inches W.G. This back pressure will cause rapid decrease in engine performance, to the point where the engine will stall at 16 inches W.G.

This could prevent the diesels from performing their safety function.

Corrective Action Gilbert / Commonwealth is currently investigating several alternative remedics to. resolve this problem. We have determined that the problem is' limited to the Perry Plant. The corrective action will be completed prior to final testing of the system.
