Subject:

Braidwood Generating Station Units 1 and 2 HVAC Installation NRC Docket Nos. 50-456 and 50-457

Dear Mr. Keppler:

This letter documents agreements reached during an NRC/ CECO conference on August 16, 1983 regarding HVAC installation work at Braidwood.

The following actions are being taken to address NRC concerns expressed in site meetings and conference calls:

1.

HVAC field welding work at Braidwood was stopped on August 3 and will not be restarted until contractor procedures are revised to provide the following features:

a)

Records of weld rod issuance to the welder will be generated and maintained to improve material traceability.

-b)

Neld procedures and weld materials will be specified for craft personnel for each' weld.

c).

QC surveillance of in-process welding will be expanded and j

upgraded to assure compliance with AWS code requirements.

d)

The acceptability of existing HVAC welds will be established

before any further welding is done on those welds.

The basis l

for accepting previous work will be made available for review by the NRC.

AWS Dl.1 welding practices for other contractors at Braidwood and other CECO construction sites will be reviewed to verify their j

adequacy with respect to identification of materials,. weld procedure f

specification, and QC inspections.

CECO will document the review, the basis for confidence in past work, and the basis for upgrading practices to be consistent with practices at Braidwood.

Future AWS D1.1 welding practices at all sites,' including our operating sites, will be established to ensure the acceptable

-traceability of weld material, weld procedure specification, and in-process inspection practice.
