Attachment OMAHA PURLIC POWER DISTRICT IE INSPECTION REPORT 83-15 Violation Failure to Follow Procedure Technical Specification 5.8.1 states " Written procedures and administrative policies shall be established, implemented and maintained."

Licensee Proceduro G-22, " Storage of Criti-cal Quality Elements", Revision 5, dated December 11, 1982, states in Section 3.7.2, "All openings into items must be capped, plugged and sealed.

Caps and plugs shall be used to protect an item's sensitive internal surfaces and to protect threads."

Licensee Procedure G-25, " Stores Control," Revi-sion 7, dated October 8, 1982, requires in Section 3.1.2 that storage will be in accordance with ANSI Standard 45.2.2-1972, " Packaging, Shipping, Receiving, Storage, and Handling of Items for Nuclear Power Plants."

Section 3.2 of ANSI Standard 45.2.2-1972 states that "all openings into items shall be capped, plugged, and sealed" for Levels A, B,

C, and D it6ms.

Contrary to the above, numerous items obtained by the pur-chasc orders listed below were stored with exposed openings or threads.

Purchase Orders:

15748, 60670, 02421, 45252, 80001, and 03922.

This is a Severity Level V violation.

Response

1.

Corrective steps which have been taken and the results achieved.

The items identified by the NRC inspector as not being in compliance with ANSI 45.2.2-1972 were immediately capped, plugged or sealed.

Additionally, a spot check on several other items revealed no further items of noncompliance.

2.

Corrective steps which will be taken to avoid further violation.

An inspection of all items will be conducted to ensure no further violations exist.

A program of periodic inspection, by the Quality Control Department, will be implemented to ensure continued ccmdliance with the Port Calhoun Standing Order G-22.

These programs will be implemented by September 30, 1983.
