Generic Letter 88-20, Individual Plant Examination for Severe Accident Vulnerabilities - 10CFR50.54(O Extension of Response Time; Request for Additional Information Cooper Nuclear Station Docket No. 50-298, DPR-46 Gentlemen:

The Nuclear Regulatory Commission (NRC) requested in Generic Letter 88-20, pursuant to 10 CFR 50.54(0, that licensees perform an Individual Plant Examination (IPE) to identify any plant epecific vulnerabilities to severe accidents and submit the results to the NRC. In response to the generic letter, and the subsequent associated supplements, the Nebraslsa Public Power District (District) submitted, for NRC review, the results of the IPE perfor med for Cooper Nuclear Station (CNS) on March 31,1993. On October 21,1994, the NRC issued a Request for Additional Information (RAI) regarding the CNS IPE. This letter requests that the additionalinformation be provided to the NRC within sixty days from the issuan:o of the letter, which establishes the current response due date no later than December 20,1994.

The District is requesting that the required response time to the RAI be extended an additional sixty days, to February 20,1995. As you are aware, CNS has been in an extended shutdown. The District's Probabilistic Safety Analysis (PSA) team, which has responsibility for responding to the IPE information request, is currently occupied with addressing startup concerns. Therefore, the District requests that the NRC allow an additional sixty days to respond to the RAI.
