10CFR21 Interim Report of a Defect Related to Public Service Company of New Hampshire Seabrook Station - Units 1 & 2 This is to inform you of the corrective actions taken to date related to a defect in the Service Water and Circulating Water Pump House structures for the Seabrook Station. We are providing this 10CFR21 interim report to assure that the Commission has been adequately informed.

A final design report will be issued on February 29, 1984.

Details of our interim report are attached.

NATURE OF THE DEFECT OR FAILUPE TO COMPLY AND THE SAFETY HAZARD WHICH IS CREATED OR COULD BE CREATED BY SUCH DEFECT OR FAILURE TO COMPLY:

A " defect". exists in the structural design of the modifications which were provided for the Category I Serv,,1ce Water and Circulating Water Pump House. These modifications consisted of the installation of compression elements needed to provide lateral support to cell ,

walls found to be overstressed due to differences in water levels of adjacent cells by the 10CFR21 report dated April 18, 1983.

This " defect".in the structural design of the modification is due to the fact that shrinkage effects were not properly considered in the design of the compression members. The failure to consider these effects would render the compression members ineffective in providing the needed lateral support for the cell walls of the

. structure.

THE DATE ON WHICH THE INFORMATION OF SUCH DEFECT OR FAILURE TO COMPLY WAS OBTAINED:

December 22, 1983

-IN THE CASE OF A BASIC COMPONENT WHICH CONTAINS A DEFECT OR FAILS TO COMPLY, THE NUMBER AND LOCATION OF ALL SUCH COMPONENTS IN USE AT, SUPPLIED FOR, OR BEING SUPPLIED FOR ONE OR MORE FACILITIES OR ACTIVITIES SUBJECT TO THE REGULATIONS IN THIS PART:

This defect applies only to the Seabrook Station, Units 1 and 2.

THE THE CORRECTIVE ACTION WHICH HAS'BEEN, IS BEING, OR WILL BE TAKEN:

NAME OF THE INDIVIDUAL OR ORGANIZATION RESPONSIBLE FOR THE ACTION:

AND THE LENGTH OF TIME THAT HAS BEEN OR WILL BE TAKEN TO COMPLETE THE ACTION:

Analysis and design of the structural modifications to the compression members to correct a deficiency related to shrinkage effects is approximately 75% complete. That portion of the design and analysis that has been completed has been released for construction and work has commenced on the modifications in the Circulating Water Pump House.

A final design report will be issued by February 29, 1984.

ANY ADVICE RELATED TO THE DEFECT OR FAILURE TO COMPLY ABOUT THE FACILITY, ACTIVITY OR BASIC COMPONENT THAT HAS BEEN, IS BEING, OR WILL BE GIVEN TO PURCHASERS OR LICENSEES:

Public Service Company of New Hampshire has reported the defect under the provisions of 10CFR50.55(e).
