10CFR50.55 was amended in 48 F.R. 1026 to require each construction permit holder to submit within 90 days, those changes to the Quality Assurance program description that do not reduce the commitments in the program description previously accepted by the NRC.
Transmitted herewith are changes to the Wolf Creek Operational Quality Assurance Program and the Wolf Creek Addendum to the SNUPPS Quality Assurance Program for Design and Construction. These changes will be formally incorporated in the next revisions to these documents.

Collins KMLNRC 83-102 August 2, 1983 delineation of the authority and duties of positions performing activities affecting the safety-related functions of structures, systems and components. The organization elements performing quality assurance functions maintain sufficient authority and independence as required by Appendix B.
KG&E therefore concludes that these revisions to the programs satisfy the criteria provided in 10CFR50 Appendix B.
The change to page 17.1-5 of the Wolf Creek Addendum to the SNUPPS Quality Assurance Program for Design and Construction revises the minimum qual-ification requirements for the Manager Quality Assurance. The change was made to be consistent with qualification requirements contained in the NRC accepted Wolf Creek OQAP (Chapter 17.2 of the Wolf Creek FSAR Addendum).
MG&E concludes that this revision to the program satisfies the criteria provided in 10CFR50 Appendix B.
A sentence was added to page 17A-1 of the Wolf Creek Addendum to the SNUPPS Quality Assurance Program for Design and Construction. This sentence i
was added to reflect the fact that safety-related work previously assigned to the Site Architect / Engineer, Sargent & Lundy, has been completed. KG&E concluded that this revision to the program satisfies the criteria provided in 10CFR50 Appendix B.
In accordance with 10CFR50.55 (f), these changes are also being forwarded to the Wolf Creek Resident Inspector Office.

SNUPPS-WC The Constructor will be required to establish and implement a quality assurance program meeting all the applicable require-ments.of 10CFR50 Appendix B, and other regulations,. guides and standards such as:
Regulatory Guides 1.28 and ANSI N45.2-1971 (Except the program requirements as contained in N45.2-1971 and specified in the SNUPPS Standard Quality Assurance Manual apply only to those structures, systems and components which are' safety-related).
For a delineation of the regulatory guides and ANSI standards endorsed by the KG&E QA program refer to Section 17.1.2 of the Standard Plant portion of this manual.
For other regulatory guides see Section 3.12 of the Standard Plant PSAR.
3 The Constructor will be required to maintain a sufficient staff of quality assurance personnel at the site to perform verifica-tion activities which are necessary to provide adequate confi-dence that site construction activities are being-carried out in accordance with the established program.
KG&E will also conduct site audits and surveillance to verify adequate Constructor performance.
3 Control of the Constructor's scope of work, both technically and administratively, is accomplished by direct administration 4
of the contract between KG&E and the Constructor.
Responsibility for administering the Constructor's contract lies with.the Construction Manager.
He will interface directly with the Constructor's management for all commercial and administrative activities.
The Constructor's activities will be delineated and controlled by written procedures and instructions.
These procedures and instructions are reviewed and approved by KG&E to assure that adequate controls are established and to con-firm that the division of responsibility and; authority within the Constructor's organization is such that the Construction, Quality and Service Groups, can effectively carry out their j
assigned functions.
Technical direction of the Constructor is by the Construction Manager.
i 17.1.1 ORGANIZATION - KANSAS GAS AND ELECTRIC COMPANY l
j KG&E has the organizational structure shown in Figures 17.1-1 and 17.1-2.
These charts show lines of administrative dir-ection and relationship to corporate management.
All safety-related activities for the design, construction, operation and maintenance of the Wolf Creek Generating Station are included in the responsibilities generally assigned to the Nuclear Department.
The Nuclear Department and the subordinate divisions of the Nuclear Department which have safety-related project responsibilities are described in the following section.

SNUPPS-WC 17.1.1.1 ' Nuclear Department The Nuclear Department has been established by authority of the President and Chairman of the Board of Kansas Gas and Electric Company.
The Nuclear Department has been assigned the responsibility for the construction and operation of the company's nuclear facilities.
17.1.1.1.1 Group Vice President - Technical Services The Group Vice President - Technical Services reports directly to the President and Chairman of the Board.
The duties and responsibilities of the Group Vice President - Technical Services include being in charge of all technical aspects of Kansas Gas and Electric Company.
These technical aspects encompass operations, transmission and distribution, engi-neering and construction.
This includes the construction and operation phases of WCGS.
17.1.1.1.la Vice President - Nuclear The Vice President - Nuclear reports to the Group Vice President -
Technical Services and is assigned ultimate responsibility for the efficient functioning of the Nuclear Department.
He is an officer of the Company and acts for the company in interactions j
with important external organizations, such as the SNUPPS l
Organization and the Nuclear Regulatory Commission.
He also holds membership on internal committees such as the KG&E Quality Assurance Committee and the General Safety Committee.

The QAC shall meet at least once during each calendar quarter.
The chairman of the committee is the Vice President - Nuclear, who may call additional meetings as necessary.
The committee will' not concern itself with minor isolated QA problems but will i
take a broad overview of KG&E's QA program, and make decisions which will provide meaningful adjustments to the QA program.
Notices of violation received from the NRC and responses made to the NRC which are quality _related shall be reviewed by members of the QAC.
The Chairman will assign the respon-sibility for preparing reports to be sent to the NRC and will review and issue all such reports.
i When significant quality assurance deficiencies occur.(as defined in 10CFR50.55(e) or 10CFR21), the report to the NRC will be made by the chairman of the QAC.
The committee members review all reports of significant deficiencies and defects and initiate additional corrective action (s) when they determine them to be necessary.
17.1.1.1.5 Nuclear Plant Engineering Division The Manager Nuclear Plant Engineering reports to the Vice
. President - Nuclear for overall program direction and to the l
Wolf Creek Project. Director for day-to-day project direction.
Nuclear Plant Engineering is responsible-for directing the design' work of the site A/E and for performing engineering reviews of plant design criteria, system descriptions, selected classes of design drawings and selected specifications.
These reviews supplement the independent design reviews required by

10CFR50,-Appendix B, which are performed by others.
Results of I
these reviews are transmitted to SNUPPS and they become input material for discussion and decisions of the Technical Committee.
Nuclear Plant Engineering also reviews the Q-list and approves the bidders list for selected major equipment.
Nuclear Plant Engineering defines and controls design interfaces between the lead A/E, the site A/E, and site consultants.
Nuclear Plant Engineering also provides technical assistance to other KG&E divisions including the Quality Assurance Division on matters relating to plant construction, preoperational and startup j
testing, operations and operator training.
17.1.1.1.6 Nuclear Services Division The Manager Nuclear Services, who reports to the Vice President -
Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction, is respon-sible for directing the activities of his staff.

SNUPPS-WC health physics, chemistry and environmental activities and for providing technical assistance in these areas to other KG&E departments.
17.1.1.1.7 Construction Management The Construction Manager reports to the Vice President - Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is respohsible for directing the activities of the Constructor.
He will keep the Wolf Creek Project Director advised regarding site activities, he will expedite and monitor construction activities through use of area construction engineers, will be responsible for site security, site purchasing and material control, project accounting and contract administration, and the construction-startup interface.
17.1.1.1.8 Nuclear Operations The Director Nuclear Operations reports to the Vice President -
Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for the training, startup, and operations groups.
The Plant Manager reports to the Director Nuclear Operations as do the Manager Nuclear Training and Manager Startup for overall program direction.
The Plant Manager and Manager Startup receive day-to-day project direction from the Wolf Creek Project Director.
17.1.1.2 Purchasing Department The Purchasing Department is under the general supervision of the Director - Purchasing.
The Director - Purchasing reports to the Group Vice President - Administration'and has general responsibility for the procurement of materials, equipment and services.
For the Wolf Creek Project, primary procurement responsibility for safety-related items and services, during the design and construction phase, has been assigned to Bechtel, Westinghouse and the Constructor.
Control of safety-related procurement activities is carried out by-the Nuclear Plant Engineering Division and Quality Assurance Division as further described in Sections 17.1.4 and 17.1.7 of this addendum.
When the project reaches the operational phase the purchasing department will have responsibility for the procurement of safety-related materials equipment and services.
Procedures necessary to control this activity will be established prior to need for the activity.

17.2.1.3b Nuclear Coordinator The Nuclear Coordinator reports directly to the Vice President-Nuclear and is responsible for providing administrative and technical assistance to the Vice President Nuclear.
The Nuclear Coordinator is also the " contact person" for activ-ities involving the Institute of Nuclear Power Operations (INPO).
17.2.1.4 Manager Quality Assurance The Manager Quality Assurance, who reports directly to the Vice President - Nuclear, devotes full attention to QA matters.
He is responsible for assuring the development and implementa-tion of the OQAP.
The Manager Quality Assurance is respon-sible for staffing the QA Division and for assuring QA person-nel are adequately trained and experienced to perform their assigned tasks.
He carries out the directives of the Quality Assurance Committee and provides the Committee with informa-tion related to the effectiveness of the OQAP.
His qualifi-cations include:
A bachelor degree in Engineering or related sciences, six years of professional level experience in Nucle-ar Quality Assurance or six years of supervisory experience plus two years of Nuclear Quality Assurance experience.

SNUPPS-WC 17.2.1.4.1 Manager Quality Assurance (WCGS)
The
' nager Quality Assurance (WCGS), who reports to the Mana-ger Quality Assurance, devotes full attention to QA matters.
He is responsible for verifying that an adequate QA program is developed and implemented for safety-related activities which occur at the WCGS.
The Manager Quality Assurance (WCGS) is assigned [ work location] to the Wolf Creek site.
He maintains a staff and provides them with technical and administrative direction.
He is responsible for establishing and implement-ing a comprehensive plant site audit program.
The qualifi-cations of the Manager Quality Assurance (WCGS) are a Bache-lor's Degree in Engineering or related science and at the time of initial core loading or appointment to the position and will have four years experience in the field of quality assur-ance or equivalent number of years of nuclear plant experience or combination of the two, at least one year shall be nuclear power plant quality assurance implementation experience.
17.2.1.4.2 Quality Assurance Coordinator The Quality Assurance Coordinator reports to the Manager Qual-ity Assurance and is responsible for verifying that an ade-quate QA program is developed and implemented fo r safety-related activities which occur at the corporate office and other locations remote from the WCGS.
He maintains a staff and provides them with technical and administrative direction.
He is responsible for establishing and implementing a compre-hensive audit program for offsite activities of KG&E, and KG&E's suppliers, consultants, and agents.
He coordinates quality verification activities with other KG&E departments and with external QA organizations.
The qualifications of the Quality Assurance Coordinator are at least equivalent to those of an Audit Team Leader as set out in KG&E's procedures.
17.2.1.4.3 Stop Work Authority The Manager Quality Assurance is authorized by the Vice President - Nuclear to stop work on ongoing quality activities which do not comply with established requirements.
For onsite activities, this authority is delegated to the Manager Quality Assurance (WCGS) by the Manager Quality Assurance.
During the operating phase, these personnel have the authority to stop unsatisfactory work during repair, maintenance, and refueling activities and the authority to recommend to the Plant Super-intendent stop work af fecting the continuation of plant oper-ation.
Other stop work authority evolving from hold points, witness points, and mandatory reviews and approval will be delineated in procedures.
The continuation of an activity which would preclude identification and correction or increase the extent of the deficiency is subject to stop-work action by the Quality Assurance Division.

a SNUPPS-WC 17.2.1.4.4 QA Personnel Independence The authorities and duties of QA personnel and other organi-zations performing quality verification functions are clearly-established -in written procedures.
Such persons have suffi-cient authority and organizational freedom to identify quality problems;-to' initiate, recommend, or provide solutions; and to
- verify corrective action.
Assurance of quality by auditing, inspecting, checking,. or otherwise verifying program activi-ties is by personnel independent of the individual or group performing the specific activity.
17.2.1.5 Manager Nuclear Plant Engineering The Manager Nuclear Plant Engineering reports-to the Vice President - Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for station modifications, additions, engi-neering studies, and design reviews which are conducted at the general office or subcontracted by the general office to an outside organization.
17.2.l.6 Manager Nuclear Services The Manager Nuclear Services reports to the Vice President-Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for providing services in the areas of licensing, fuels _ management, fuel procurement, and safety analysis.
He is recponsible for home office support of the plant in nuclear engineering, chemistry, health
- physics, and environmental areas.
He is also responsible for processing and maintaining records for the KG&E general office.
17.2.1.7 Director Nuclear Operations The Director Nuclear Operations reports to the Vice President-Nuclear for overall program ' direction and to the Wolf Creek Project Director 'for day-to-day project direction.
He is responsible for the ope rations, training and startup depart-ments. The Manager Nuclear Training reports to the Director Nuclear Operations as do the Plant Manager and the Manager Startup for overall program direction.
These latter two manage rs receive day-to-day project direction from the Wolf Creek Project Director.
The Director Nuclear Operations is also responsible for preparing those portions of the WCG3 operating and maintenance budget not specifically assigned to other divisions.
17.2.1.7.L Plant Manager The Plant Manager reports to the Director Nuclear Operations for overall ~ program direction and to the Wolf Creek Project Director for day-to-day project direction.

SNUPPS-WC for the safe operation of the WCGS.
He controls plant activ-ities through supervisors as discussed in Section 13.1.
He has the prime responsibility for safe operation of the plant.
The plant staff, under the direction of the Plant Manager, l develops. detailed procedures and instructions for testing and operation of the station.
17.2.1.7.2 Startup Manager l
' The Startup Manager reports to the Director Nuclear Operations for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for the overall direction and administration of the functions and activities required to conduct the WCGS startup program.
Chapter 14.0 presents a description of the Startup Organiza-tion and delineates the Startup Manager's responsibilities.
When the startup program has concluded, the Startup Organiza-tion will be dissolved.
17.2.1.7.3 Manager Nuclear Training The Manager Nuclear Training reports to the Director Nuclear Operations and is responsible for the overall training activ-ities of the Nuclear Department.
He is -responsible for insur-ing training staff qualifications, including reviewing in-structor evaluation records with the Training Supervisor.
He is responsible for reviewing the content of training programs for technical completeness and compliance with regulatory standards.
He is also responsible for auditing the quality of on-site training programs.
The Manager Nuclear Training is also responsible for training programs for Corporate office personnel involved in support of WCGS during normal opera-tions, preparedness for response to of f-normal incidents, and long-term recovery programs.

SNUPPS-WC the implementation of KG&E's Quality Assurance Policy and the Quality Assurance Programs which devolve from this policy.
He authorizes staffing of the QA Division, the WCGS, and the engineering and services divisions which support the WCGS.
He is responsible for directing activities which support the design, construction, and operation of the UCGS and for coordinating supportive activities performed by other internal and external groups which are not under his direct administrative control.
He has corporate respon-sibility for the operation, physical control, and security of the WCGS.
The Wolf Creek Project Director reports directly to the Vice President - Nuclear.
Also reporting to the Vice President -
Nuclear are the Manager Quality Assurance and various sup-port services functions.
The Vice President - Nuclear pro-vides overall program direction on nuclear matters to several managers as shown in Figure 17.2-2.
13.1.1.2.lb Wolf Creek Project Director The Wolf Creek Project Director reports to the Vice Presi-Nuclear and has direct responsibility for construc-dent tion, engineering and support for the Wolf Creek Generating Station, Unit No.

SNUPPS-WC 13.1.1.2.1.1 Nuclear Coordinator The Nuclear Coordinator reports directly to the Vice President - Nuclear and is responsible for providing admin-istrative and technical assistance to the Vice President Nuclear.
The Nuclear-Coodinator is also the " contact per-son" for activities involving the Institute of Nuclear Power Operations (INPO).
13.1.1.2.2 Manager Quality Assurance The Manager Quality Assurance reports directly to the Vice President - Nuclear.
He is responsible for assuring the development and implementation of the Operating Quality Assurance Program (OQAP).
The Manager Quality Assurance is responsible for staffing the QA Division and for assuring QA personnel are adequately trained and experienced to perform their assigned tasks.
He carries out the directives of the Quality Assurance Committee and provides the Commit-tee with information related to the effectiveness of the OQAP.
13.1.1.2.3 Director Nuclear Operations The Director Nuclear Operations reports to the Vice Presi-dent - Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for the operations, training and startup departments.
The Manager Nuclear Training reports to the Director Nuclear Operations as do the Plant Manager and the Manager Startup for overall program direction.
These latter two managers receive day-to-day project direction from the Wolf Creek Project Director.
13.1.1.2.3.1 Manager Nuclear Training The Manager Nuclear Training reports to the Director Nuclear Operations and is responsible for the overall training activities of the Nuclear Department.
He is responsible for insuring training staff qualifications, including reviewing instructor evaluation records with the Training Supervisor.
He is responsible for reviewing the content of training pro-grams for technical completeness and compliance with regu-latory standards.
He is also responsible for auditing the quality of on-site training programs.
The Manager Nuclear Training is also responsible for training programs for Cor-porate office personnel involved in support of WCGS during normal operations, preparedness fo r response to off-normal incidents, and long-term recovery programs.

SNUPPS-NC The Manager Nuclear Training works with and can provide support for the on-site Training Supe rviso r.
The on-site Training Supervisor reports to the Plant Support Supervisor who reports to the Plant Superintendent.
If the Manager Nuclear Training develops concerns that any on-site training programs do not satisfactorily comply with his responsibil-ities and cannot resolve these with the site staff, he reports these problems to the Director Nuclear Operations who resolves these concerns with the Plant Superintendent.
13.1.1.2.3.2 Startup Manager The Startup Manager repo rts to the Director Nuclear Opera-tions for overall urogram direction and to the Wolf Creek Project Director far day-to-day project direction.
He is responsible for the overall direction and administration of the functions and activities required to conduct the WCGS startup program.
Chapter 14.0 presents a description of the Startup Organization and delineates the Startup Manager's responsibilities.
When the startup program has concluded, the Startup Organization will be dissolved.
13.1.1.2.4 Manager Nuclear Services The Manager Nuclear Services reports to the Vice President -
Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is responsible for providing cervices in the areas of licens-ing, fuel management, fuel procurement and safety analysis.
He is also responsible for home office suppo rt of WCGS in health physics, nuclear fuel engineering, chemistry, environ-mental science, and for processing and maintaining records for the KG&E general office.
He provides technical and administrative direction to his staff, which is divided into the following groups:

Nuclear Fuel Engineering, b.
Uranium Projects, c.
Health Physics / Radiation Chemistry / Environ-mental Monitoring, d.
Licensing, and e.
Safety Engineering.
13.1.1.2.4.1 Uranium Projects Administrator The Uranium Projects Administrator is responsible for de-veloping strategy and implementing efforts to obtain the uranium supply for the WCGS.
The position calls for detailed examination of uranium industry trends to assure an economical and secure uranium supply.
The Uranium Pro-jects Administrator conducts and coordinates negotiations with uranium suppliers and administe rs uranium contracts.

SNUPPS-WC reload safety analysis and assessment of plant modifica-tions.
Probabilistic risk assessment (PRA) and other fault tree analysis capabilities will also be provided.
He re-ports administratively and technically to the Manager Nucle-ar Services.
13.1.1.2.4.6 Supervisor Safety Engineering The Supervisor Safety Engineering is responsible for the direct supervision of the onsite Independent Safety Engi-neering Group (ISEG).
His responsibilities include the scheduling of ISEG activities and the review of plant activ-ities such as operations,
- training, quality assurance, maintenance modifications,
- security, radiological protec-tion, and testing.
He will also review, for comment and concurrence, reports prepared by the ISEG engineers.
He reports to and takes direction from the Manager Nuclear Safety.
13.1.1.2.5 Manager Nuclear Plant Engineering The Manager Nuclear Plant Engineering reports to the Vice President - Nuclear for overall program direction and to the Wolf Creek Project Director for day-to-day project direction.
He is is responsible for:

He has been involved with WCGS since 1973.
Project Director F. J.
Duddy, Project Director, has been employed by Kansas Gas and Electric Company since May, 1983.
He obtained a Bachelor of Science degree in Electrical Engineering from the University of Kansas in 1949.
Mr. Duddy has 22 years of experience in the area of project management of nuclear electric generating stations.
He has been responsible for engineering, procurement, construction, and pre-operational testing.
The nuclear projects he has been involved with include Point Beach, Palisades (backfit work), Quanicassee,
- Midland, Trojan, Peach Bottom No.
1, Monticello, Pilgrim No.
1, and Kuosheng.
Mr. Duddy was also the initial Bechtel Project Manager for the SNUPPS plants.
Nuclear Coordinator M.E.
Clark, Nuclear Coordinator, has been employed by Kansas Gas and Electric Company since February, 1949.
He obtained a Bachelor of Science degree in Mechanical Engineering from Kansas State University in 1949.
Mr. Clark served with the U.S.
Air Force during World War II and the Korean War as an officer and combat pilot.
He joined KG&E as an engineer in the Production Department filling positions of production engineer, test engineer, plant engineer and' assistant super-intendent at several power plants over a 12-year period.
His work included involvement in plant startups, operation and maintenance of gas, oil and coal-fired plants.
He served in the capacity of Division Manager for over 15 years.
Mr. Clark became the Manager QA (Site) for WCGS in 1977.
In
- March, 1981, he began working with the Vice President Nuclear as Nuclear Coordinator in the Home Office.
l Manager Quality Assurance E. W. Creel, Manager Quality Assurance, has been employed by Kansas Gas and Electric Company since May, 1956.
He ob-tained a Bachelor of Science degree in Electrical Engineer-ing from Kansas State University in 1956.
Mr. Creel has eighteen years of power production experience.
He worked nine years at the Neosho and Murray - Gill Steam Electric Stations with responsibilities for both maintenance and l

~17.1.1.1.3 Quality Assurance Division The Manager Quality Assurance reports to the Vice President -
Nuclear and is under his direct administrative control.
(Administrative control being the ability to hire, discharge and approve pay rate.)
Members of the Quality Assurance Staff are under the administrative control and general supervision of the Manager Quality Assurance.
The Manager Quality Assurance is responsible for formula-tion of KG&E's quality assurance program and for verifying that safety-related activities are being carried out in conformance with the program.
He communicates directly with other KG&E Managers and supervisors to keep apprised of current activities so as to schedule audit and surveillance activities at appropriate times.
For coordination of project activities, he works closely with the Wolf Creek Project Director.
For SNUPPS quality activities, the Manager Quality Assurance fulfills his responsibilities by providing a member for the SNUPPS QA Committee on behalf of Kansas Gas and Electric Company.
For other activities, he'is independent of the SNUPPS organization.
He maintains quality interfacing between the principal SNUPPS contractors, the Site A/E, Con-structor, construction contractors, and site consultants by conducting periodic audits.
This includes audits con-ducted on behalf of the SNUPPS QA Committee and those site activity audits conducted independent of the SNUPPS QA Committee.
The Manager Quality Assurance shall have, as a minimum, the following training and experience:
Bachelor degree in Engineering or related science, and six years of professional level experience in nuclear quality assurance or six years j
of supervisory experience plus two years of nuclear quality assurance experience.
A procedure letter signed by the Vice President - Nuclear has delegated to the Manager Quality Assurance the authority to stop work in progress that is not in compliance with specified quality requirements; and to maintain the stop work status until a solution has been approved and implemented.
He may exercise this authority at the job site by directly communicating a stop work order either orally or in writing to the Constructor's Project Manager.
This stop work authority is established within the contract between KG&E and the Constructor.
The Quality Assurance Division performs verification activities and line functions.
Verification responsibilities include audits of all internal organizations supporting the project, exter-nal audits of the Constructor and Site A/E, SNUPPS Quality Rev. 8 17.1-5 8/83

17A.1 QUALITY ASSURANCE DURING DESIGN AND CONSTRUCTION Sargent & Lundy has been assigned design responsibility for the Wolf Creek Generating Station ultimate heat sink, the cooling lake, and dams and related structures required to maintain the integrity of those bodies of water.
The Sargent
& Lurdy scope of responsibility does not include the Essential Service Water Structure, pumphouse, pumps and other associated equipment.
Design and procurement responsibilities for these i tems are assigned to Bechtel.
Services related to Sargent & Lundy's work, such as rock and soil testing, have been procured by Kansas Gas and Electric Company (KG&E) from Dames & Moore.
Construction of the ultimate heat sink and backfill oper-ations will be accomplished by a constructor selected by KG&E.
Safety-related work activities previously assigned to Sargent & Lundy have been completed.
