2) MPQAD Procedure T-3, Rev. 1, " Control, Release and Handling of Construction Work Plans (CWP) and Quality Work Packages (QWP)"

3) CPCo " Ground Rules for Construction Work", dated June 2, 1983 In discussing the above with CPCo personnel, the following was noted:

1) Q-interface work may or may not require inspection.

2) The inspection /non-inspection guideline in use presently by the TQR's/MPQAD QCE's is a handwritten list.

3) There is no specification /PQCI/ Procedure which

' ablishes which Q-interface items receive or do not receive inspections. Thus, there is no design / engineering consideration being given to the present inspection /non-inspection guidelines.

Please advise CIO of the resolution of this condition where there is no formal direction for which Q-interface items do or do not require inspection.

NOTE: The subject above was addressed prior to utilization of this reporting form. As such, this information item is being issued as a tracking mechanism.

DLQuamme, MEC At the present time there is no clear statement cencerning permissible "Q"-Non "Q" interfaces for Q-Commodities in the design / installation specifica-

.tions and procedures. This problem surfaced during a Ston; & Webster CIO review of pipe supports, which disclosed that Eechtel did not state in any specification or procedure that a "Q" pipe support cannot be attached to a non "Q" element even though this is.an understood non-written guideline for Hanger Engineers. To resolve this issue you are asked to perform the follow .

ing: Have Bechtel develop a generic statement concerning "Q"-Non "Q" inter-faces and submit it to Project Engineering and SMO for concurrence by January 16, 1984. Consumers concurrence to Bechtel should,be within ten working

. days after receipt of generic statement.

Once this generi'c statement is approved, Bechtel should be directed to place

that statement in all applicable design / installation specifications and

. procedures by April. 15, 1984.
