Letter; D.M. Crutchfield to P.B. Fiedler, dated December 30, 1983 In the reference letter you requestM that GPUN supply the information required by Regulatory Guide (R.G.) 1.66, item C(4)(e) within 30 days of our receipt of that letter. All of the required information is not available at this time; however, we are submitting the majority of the information with this letter.
Regulatory Guide 1.86, item C(4)(e) requires that a survey report should be filed with the NRC.
It is further stated that the survey report should:
(1)
Identify the premises; (2) Show that reasonable effort has been made to reduce residual contamination to as low as practicable levels; (3) Describe the scope of the survey and the general procedures followed; and (4) State the finding of the survey in units specified in Table 1.
'Ihe attachment to this letter describes our responses to numbers 1, 2 and 3 above.
Iten 4 is addressed qualitatively for the time being, as GPUN has not as yet begun the actual work covered by this request. Before any materials are sent aff-site to be disposed of as unrestricted releasable material, GPUN will provide the NRC the findings cf the required survey.
It is GPUN's understanding at this time that any material from this project that are found to exceed the criteria of R.G. 1.86, Table I will be disposed of as radiological waste. Conversely, all materials that meet, or are below, the criteria of R.G.1.86, Table I may be disposed of in an appropriate landfill without additional NRC approval.

o ATTACHMENT Preliminary Regulatory Guide 1.86, section C(4)(e) survey report:
(1) Oyster Creek old radwaste building (2) The outer 1/2 to 3/4 inch of the walls involved will be spalled and removed for shipment as radiological waste.
' Ibis work will be carried out with full consideration given to the ALARA principle for workers and others.
(3) We estimate that about 5,500 cubic feet of concrete from the shipping bay walls of the old radwaste building will be decontaminated in preparation for unrestricted release.
After spalling has been completed the following techniques are proposed:
(a) Perform a total isotopic analysis (including transuranics) on a core boring of concrete whose surface has been decontaminated.
(b) Scan survey each removed section with Alpha and Beta / Gamma survey equipment (c) Perform a swipe survey for each section removed and count for Beta /Ganna. Every tenth swipe should be counted for Alpha.
(4) Using the criteria of Table 1, core bore samples and surface swipes will be analyzed to determine compliance with this table. Samples will be sent off-site to confirm on-site analyses.
The actual results of the required survey will be submitted to the NRC before any shipments of unrestricted releasable material are made.
