Dear Mr. Youngblood:

This letter is provided in response to your letter dated December 13, 1983, on the evaluation findings regarding SER Outstanding Issue No.

12 on Manual Initiation / Termination of ESP Systems.

In your letter you requested formal documentation that the labeling for the inj ection valve manual initiation switches for LPCI/LPCS will be appropriately changed to reflect a warning to the plant operator (s) that inadvertent actuation of the switches could cause overpressurization of the LPC1/LPCS piping if the check valves failed.

The Cleveland Electric Illuminating Company will install a blue indicating light above the control switches for LPCI and LPCS injection valves E12-F042A, B,

C, and E21-F005.

The light will illuminate to alert the operator that the injection pressure is low enough to prevent overpressurization of the LPCI/LPCS piping. The use of the blue light for permissive indication is consistent with Human Factors standards used at the Perry Nuclear Power Plant.

Operator training will ensure that the operators are aware of the above modifications.

This will be reflected in a future FSAR amendment.
