Dear Mr. Denton:

In Supplement No. 3 to the Safety Evaluation Report (SER) , it was stated that, as a confirmatory item, final operating procedures and technical specifications must be provided for the Remote Shutdown Panel (RSP) with the assumption of the most limiting single failure in the equipment train controlled from the RSP. In addition, an RSP verification must be per-formed which would include simulated system operability from remote stations away from the RSP, assuming the most limiting failure in the equipment train controlled from the RSP.

t Discussions were held with Messrs. J. Mauck and R. Caruso of your staff and the following commitments / agreements were reached:

1) Prior to fuel load, LILCO will conduct a walk-thru utilizing the existing RSP system design and demon-strate that appropriate communication and accessi-l bility exists to remote operating areas and that required equipment can be operated. This walk-thru will be performed assuming that the single worst case RSP failure has occurred, i.e., failure of the blue emergency power bus (Bus 102).
2) Prior to exceeding 5% power, LILCO will revise the operating procedures dealing with the Residual Heat Removal System, Safety / Relief Valves, Reactor Building Service Water System and Reactor Building Closed Loop Cooling Water System to reflect necessary manipulations for operating these systems and equipment assuming a single worst case RSP failure.
