That at all relevant times herein I have been an employee of Southern California Edison Company, as Manager, Nuclear Affairs and Emergency Planning.

I am responsible for relations with the offsite jurisdictions in the vicinity of the San Onofre Nuclear Generating Station

' nvolved in drafting and implementing emergency plans and i

procedures necessary to comply with the Nuclear Regulatory

' Commission's regulations.

In that capacity, I am familiar with the emergency response plans of both the County of San Diego and the County of Orange.

I have reviewed Applicants' Motion to Augment Record dated May 16, 1983, and in particular I have reviewed, " County of San Diego, Emergency Plan, Annex 5 Medical / Health, Appendix H, ' Radiological Emergency / Disaster Response Procedure'," and Attachment 2, "Interjurisdictional Procedures to the County of Orange Incident Response Plan for San Onofre Nuclear Generating Station, Interjurisdictional Procedure No. 12 (Decontamination) with Attachment 7.6, Decontamination Support Hospitals."

As to each of the Attachments, I declare that they are portions of the emergency plans of the County of San Diego and County of Orange, respectively.

This authentication is further supported by the following letters which are attached hereto and incorporated herein:

Letter of June 15, 1983 from Carole Hopwood, Manager, County of Orange, General Services Agency, Emergency -

Management Division, to Fred K. Massey, stating that Attachment 2 to Applicants' Motion to Augment Record is, in fact, a part of the County of Orange emergency plan.

Letter of June 14, 1983, from Marian Wright, Operations Officer, Unified San Diego County Emergency Services Organization, to F. K. Massey, stating that to Applicants' Motion to Augment Record is a part of the County of San Diego emergency response plan.

I have also reviewed Attachments 3 through 6 to Applicants' Motion to Augment Record dated May 16, 1983, and specifically affirm that the letters attached thereto as said attachments were, in fact, directed by me to the indicated recipients.

Each of the relevant offsite agencies has been advised of the three hospitals under contract to SCE that have special capabilities to handle contaminated and traumatically injured individuals in the event of a radio-logical accident at San Onofre.

Further, in my capacity, I am. encouraging each of the offsite agencies to include listings of these three hospitals in their emergency plans.

I declare under penalty of perjury that the foregoing is true and correct.

Dear Fred:

The emergency plans of the County of Orange have been revised to provide identification of additional hospitals within the County of Orange that are available to provide medical services in the event of an emergency at San Onofre.

Hospitals are designated in the County of Orange's Incident Response Plan, IP#12, which has been approved by the County of Orange Board of Supervisors.

This IP#12 is identical to attachment 2 to the " Applicants Motion to Augment Report" dated May 16, 1983.

The hospitals identified in our plan include South Coast Medical Center which is one of the two hospitals in the County of Orange which I understand Southern California Edison has special arrange-ments with for the handling of traumatically injured and contaminated individuals.

We are aware that SCE has special arrangements with San Clemente General Hospital also, and will include San Clemente General in the next revision of IP#12.

The other identified hospitals included in our plan are also capaole of handling seriously injured and contaminated individuals even though they are not under contract to Southern California Edison.

The emergency plans of San Diego County have been revised to provide identification of additional hospitals within San Diego County that are available to provide medical services in the event of an emergency at San Onofre.

Medical services are designated in the County's nuclear power plant emergency response plan (SOP 18) and Section H of Annex 5 of the County's basic emergency plan both of which are approved by the San Diego County Board of Supervisors.

These are identical to to " Applicant's Motion to Augment Record" dated May 16, 1983.

The hospitals identified in our plan include Tri-City Hospital which I understand Southern California Edison has special arrangements with for the handling of traumatically injured and contaminated individuals.

The other identified hospitals are also capable of handling seriously injured and contaminated individuals even though they are not under contract to Southern California Edison.
