Dear Mr. Keppler:

This letter serves as the interim report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning Borg-Warner valve radiographs.

This problem was identified to Mr. P. R. Pelke of your office on April 11, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company. On April 15, 1983, Borg-Warner notified the Nuclear Regulatory Commission, under 10CFR21, of a deficiency in valve radiographs. An extension for the submittal of this Interim Report was requested of and granted by Mr. P. R. Pelke during a telephone conversation with Mr. H. Walls on May 11, 1983.

This report contains a description of the deficiency and the corrective action taken.

Description of Deficiency A review of radiographs of Borg-Warner Corp. valve weld end preparations at the Perry site revealed that numerous radiographs exhibit sensitivity and density variations within the penetrameter images which were unexplained and not reproducible utilizing the reported technique.

Corrective Action Taken A total review has been performed on all Borg-Warner supplied sc.fety-related valves. Results of this review identified radiographs of 217 valves that have penetrameter problems at the PNPP site.

Seventy-fiva (75) of these valves are installed in Unit 1.

The remaining are either in the warehouse or in the field uninstalled. Nonconformance Report TAS 034 was issued to document this problem. n Mr. James G. K;pp1Gr. Jun2 10, 1983 Regulatory Commission, Magnaflux Corporation and the State and Natiot al Board were held.. Resulting from these meetings a 20% sampling plan.(MIL-STD 105D) was. established for re-radiographing valves to determine acceptability.

Should this sampling of 44 valves prove acceptable, then no further RT will be

. perfo rmed. Anticipated completion is July '10, '1983.

We will submit our final report at that time.
