Interim 10CFR50.55(e) Report and Responsie to IE Bulletin 83-06; Nonconforming Materials Supplied by Tube-Line Corporation

Dear Sir:

In References (c) and (d), we committed to providing (by Dec ember 30, 1983) the results of testing which was undertaken to verify that the Tube-Line Corporation material supplied to Seabrook Station via Dravo Corperation has properties that are comparable to those reccrded on the Certified Material Test Reports.

i United States Nuclear Regulatory Commission December 30, 1983 Attention: Mr. Thomas C. Murley Page 2 To date Dravo Corporction has tested one fitting from each heat supplied r by Tube-Lina and has completed a preliminary review of the test results, which indicate that the material meets the UELC Material Specifications. Dravo is currently comparing the test results with the values recorded on the Certified Material Test Reports.

Additionally, in References (c) and (d), it was indicated that the Tube-Line material provided by Dravo for use at Seabrook was in compliance with the requirements of ASME III NCA-3800; however, Dravo has recently clarified the fact that full compliance was not achieved in that Tube-Line Purchase Orders were placed prior to Tube-Line performing a facility survey to qualify the supplier. While the suppliers were subsequently f ound to have an acceptable quality program, the sequence of events (Purchase Order before facility survey) was improper.

We will submit an additional report on this subject by March 1, 1984. We expect this report will be fully responsive to IE Bulletin 83-06 and will include a determination on the reportability of this potential 10CFR50.55(e) ites.

Very truly yours,

! YANKEE ATOMIC ELECTRIC COMPANY
