THE COMMISSION The Commission is respor.sible for licensing and regulating nuclear facilities and materials and for conducting research in support of the licens:ng and regulatory process, as mandated by the Atomtc Energy Act of 1954, as amended, the Energy Reoroan-12ation Act of 1974, as amended, and the Nuclear Nonprolifera-tion Act of 1978; and in accordance with the National Environ-mental Policy Act of 1%9, as amended, and other appli' sble I

statutes.

These responsibilities include protecting puo!!c health and safety, protecting the environment, protecting and safeguarding materials and plants in the interest of national security; and ass 9 ring conformity with antitrust laws. Agency functions are performed through: standards-setting and rule-making; tecY.! cal reviews anJ studies; conduct of public hear-ings; issuance of authorizations; permits and licenses; inspec-tion, investigation and enforcement; evaluation of operating experience, and confirmatory research. ihe Co. mission is com-posci of five members, appointed by the President and confirmed by the Senate, one of whom is designated by the President as l
