REFERENCE (S) CIO Item Number 038 0 UNTRACKEDITEM CPCo Letter CSC-7134 of January 5,1984 O HOLD POINT NOTIFICATION CONDITION DETAILS The response provided to CIO Item Number 038, copy attached, by the above referenced CPCo letter is not acceptable to CIO. Therefore, Item Number 038 has been closed and this report issued to address the concern. Without appropriate administrative controls, the tendancy will be for personnel to develop a reliance on checklists rather than the governing procedures and Engineering documents.
If it is your intention to utilize incomplete checklists for portions of the work, CIO needs to know what actions will be taken by CPCo to assure that work is done to Engineering documents and that a reliance on checklists does not develop.
It is also noted that the checklist for FPM-7.000 has been revised to include all procedural items and incorporated as a part of the procedure.

If special checklists are to be used in statusing, these lists should be addressed by an administrative procedure that provides details on how the lists are to be prepared, used and controlled.
CPCo is requested to provide CIO with the intended use of these checklists and the attendant control measures to be provided.

O UNTRACKEDITEM CIO Feekly Report Number 4 O HOLD POINT NOTIFICATION CONDITION DETAILS In CIO Weekly Report #4 we indicated that the CIO considers receipt of a complete listing of the NRC Commitments a constraint to the Quality Verification Program (QVP) and a prerequisite to the Construction Completion Program (CCP).
As of this date, the CIO has only received a partial list of these commitments. Also, it is our understanding that development of the total commitment list and responsibility for tracking has been transferred to CP Co's Licensing Deportrnent.
In order to facilitate our efforts, we are requesting to be placed on distribution for documentation and procedures pertinant to the NRC Project Commitment Tracking Program, to be notified one (1) day in advanco of upcoming meetings important to the subject, and to be provided a schedule that addresss the completion of these events.

The specifications in questian are:
C-305 - Design, Furnish, Instal' & Test Expansion Type Anchor Bolts C-306 - Design, Furnishing and Installation of Grouted Anchor Bolts The inconsistency resulted from the issuance of SCN 13007 against Specification C-305.
Please advise CIO of completion of corrective action in order that the item can be tracked and closed if the corrective action is satisfactory.
