DESCRIPTION OF DEFICIENCY Combustion Engineering (CE) auxiliary feedwater interface requirement to initiate flow within ten (10) seconds is to ensure that auxiliary feedwater reaches the steam generators before the steam generators boil dry. With offsite power and a single failure of the motor driven pump, the redundant turbine-driven pump may not initiate flow within ten (10) seconds.
II.
ANALYSIS OF SAFETY IMPLICATIONS CE has re-analyzed the initiation flow requirement, and CE letter V-CE-16908 (attached) states that a twenty (20) second initiation time is acceptable. A quick-start test on the turbine has been completed (see attached letter B/ANPP-E-89810) which verified that start time can be reduced by adjustment of the turbine governor.
The results show the turbine will meet the acceptable tweaty (20) second requirement, and may meet the previous ten (10) second criteria in addition. The attached documentation verifies that the present design and equipment is adequate and meets all safety related requirements, therefore this condition is evaluated as Not Reportable.

Dear Mr. Bingham:
As requested by Reference (A), CE has reviewed the acceptability of emergency feedwater initiation 20 (twenty) seconds after an Emergency Feedwater Actuation Signal (EFAS) with offsite power available (as compared to the 10 (ten) second interface requirement identified in Chapter 5 of CESSAR FSAR). The review considered both the impact on Steam Generator integrity, and on the conclusions draw in Chapter 15 of CESSAR FSAR, Amendment 7.
The impact of delaying emergency feedwater delivery for 20 seconds following EFAS is acceptable with respect to both considerations.

TRIP llEPORT Location: Windsor, Connecticut - Terry Steam Turbine
Purpose:
Witness quick start test on Auxiliary Teedwater Pump and Steam Turbine Drivers (3-M-AIA-P01, 344-ATA-K01)
Date:
May 18, 1982 Discussient The subject test was conducted at the Terry Steam Turbine (TST) Corporation Facility in Windsor, Connecticut. The pump was coupled to the turbine driver in a pump test loop. Prior to the test, TST test personnel had determined the turbine speeds corresponding to steam inlet pressures needed to produce the required flow and head per Attachment 4-2 of Specification 10407 HH-021.
The writer was shown strip chart recordings of quick starts made af ter these points had been determined. The procedure, reviewed and approved by Bechtel, had indicated that all tests were to be run from zero rpm to 3,560 (rated) rpm. However, rated rpm is required for pump head only with 1,170 psig steam. Available stea a at TST is 875 psi.
Examination of the curves showed that the attainment of the set speed is not a function of inlet pressure, only a function of the governor ramp generator.
Since the ramp generator function is straight line, a start to 3,560 rpm at each pressure was not necessary. The point at which the turbine developed the horsepower and speed to match the required curve could be plotted and extrapolated out to the time to reach 3,560 rpm with 1,170 psig steam. The time appeared to be approximately 10.5 seconds.
The quick start tests were performed as follows: A limit switch sts placed on the steam inlet trip and throttle (T&T) valve. When the control panel manual switch for this valve was turned to "0 PEN", the limit switch started the recorder as soon as the valve stem moved.
Steam at 400, 600, 800 and 875 psig was used and brought up to this valve. The turbine was started by opening the T&T valve, brought to the speed corresponding to that required to produce the necessary flow and head, as was determined earlier. Pump flow conditions were verified. The ramp generator was set so that 3,560 rpm could be achieved in 10.5 seconds if the speed control had been set at that speed. The turbine was stopped. The recorder was actuated and the T&T valve was opened by the manual switch and the acceleration to the set speed was recorded. Three tests were made at each inlet steam pressure.
The writer asked that one additional test be run. At 875 psi inlet the ramp generator was reset so that required speed, approximately 3,060 rpm, would be reached in six seconds. Two tests were run.

'Results The enclosed curves are the test recordings which will be sent in a formal report. The ramp generator is set at 1,000 rpm to take over acceleration to speed. The initial spike is the overshoot resulting from opening the T&T valve with the governor valve fully open. The speed decreases to where the ramp controller assumes control on its straight-line acceleration curve; then the turbine accelerates linearly to the speed set point. Extrapolation of the straight-line to 3.560 rpm gives the time to rated speed at the given steam inlet condition. If the time to set speed versus inlet steam is plotted and extrapolated to 1,170 psig steam, the time is approximately 10 5 s e conds. Note that there are three test curves at each condition. The pump and turbine accelerated almost identically each time at each condition.
The two additional tests showed the turbine would resch rated speed of 3.560 rpm in approximately 7 5 seconds.
Conclusions The test objective, to demonstrate that the turbine could reach rated speed at rated load in 14 + 4 seconds, was set. The results indicated that rated This speed and load could be reached in under 8 seconds in this test loop.
does not demonstrate that this can be achieved upon initiation of an AFAS at PVNGS due to instrumentation delays and dif ferent piping arrangements.
The writer was advised that if fine tuned, the turbines can reach rated load and speed in approximately 5 seconds, as acceleration is so rapid the ramp generator is virtually bypassed. Such fine tuning to achieve a quick start is not desirable as a design basis for this equipment. It should be noted that the initial speed spike is below the set speed at the higher set speeds. There was no approach to trip speed, which is 120% of 3,560 rpm.
The following additional items were discussed with John Kozak and Ken Wheeler of TST. The steam leak-off s and drains from the turbine, which are routed by Bechtel, as shown on drawings 13-P-AFT-134 and 13-M-ATP-001 are acceptable to TST. The turbine and pump are to be shipped to the site. If any components are needed for environmental qualification, TST will advise and request return of the components. Bechtel to advise TST by June 15, 1982, if the T&T valve operator by Limitorque is to be qualified by TST.
