Reference:
Generic Letter No. 89-04 dated April 3, 1969, NRC's Guidance for Developing an Acceptable In-service Testing Program Enclosed is a Request for Relief (RFR) from the code requirement for comparing the latest stroke time for power operated valves, with the previous tested stroke time to determine valve testing frequency. The proposed alternative is in accordance with the Enclosure, position 6 of the reference, which states measuring changes in stroke times from a reference value as opposed to measuring changes from the previous test is an acceptable (and possibly better) s.lternative.
TVA vill implement this request 90 days from the issuance of this letter for valves with reference values of 10 seconds or less.
For valves with reference values of greater than 10 seconds, TVA vill implement this request only after receipt of a safety evaluation report.

IWV-3417(a) requires comparison of the latest test stroke time with the previous test stroke time to determine valve testing frequency.
Basis for Relief: MRC Generic 1,etter 89-04 states that measuring changes in stroke times from a reference value as opposed to measuring

changes frce the previous test is an acceptable alternative for valves with stroke times 10 seconds or less. The NRC further stated in response to questions on Gh 89-04 that the use of reference valve stroke times as a baseline for comparison of routine test stroke times is a better method of evaluating changes in valve performance (including valves with stroke times over 10 seconds) than that required by the ASME Code (IWV-3400). ASME OM-10 specifies the use of reference values for comparison of routine test stroke times.
Alternative Testing:
Use reference values determined when the valve is known to be operating acceptably as the baseline for evaluating routine test stroke times for corrective action.
