DPR-71 AND DPR-62 ENVIRONMENTAL QUALIFICATION DRAFT TEST PROGRAMS FOR RAYCHEM CABLE

Dear Mr. Vassallo:

On November 30, 1982, a meeting was held with representatives from Carolina Power & Light Company (CP&L), Raychem Corporation, and the Nuclear Regulatory Commission (NRC) concerning the use of certain Raychem/Flamtrol cable in use at the Brunswick Steam Electric Plant, Unit Nos. I and 2.

Subsequently, in a letter dated December 15, 1982, CP&L committed to perform environmental qualification testing of the Raychem cable in question (unshielded multiconductor cable rated at 1000 V having a combined insulation thickness of 120 mils or greater).

Pursuant to this commitment, CP&L is herewith submitting copies of the draft environmental qualification test program outlines concerning the Raychem cable in question for Staff review and comment. Attached are ten copies each of the draf t Cable Qualification Test Program Outline, Secondary Containment (Enclosure 1) and the draf t Cable Qualification Test Program Outline, Primary Containment (Enclosure 2). Following the receipt of the Staff's comments on the draf t test program outlines, CP&L will finalize the qualification test programs and will initiate qualification testing. As 4 previously discussed with members of the Staff, CP&L requests the opportunity to meet and discuss any NRC comments concernitg the draft qualification test program outlines. In particular, we request the participation of members of the NRC Environmental Qualification Branch at such a meeting to assure that we have a clear understanding of any technical comments made by the Staff.

Therefore, we would like to propose a meeting with the Staff on Tuesday, March 8, 1983 to discuss the enclosed draft test program outlines. We request 8303040529 830228 PDR ADOCK 05000324 P
