By letter dated October 10,1989 (Serist: NLS 89 097), Carolina Power & Light Company submitted a license amendment request to raise the allowable containment leak rate (L) for the Brunswick Steam Electric Plant, Units 1 and 2 from 0.5 volume percent per day to 1.0 volume percent per day. On March 5,1990, CP&L received a request for information, via telecopy, concerning the amendment request. The information was requested by the Staff to support independent offsite and control toom operator dose calculations.

During subsequent discussions with the NRC Staff, CP&L was informcd that its response could make use of certain assumptions used by the BWR Owners' Group in their licensing topical report for the MSIV leakage issue, once the topical report was approved by the Staff. The Company acknowledged the need for Staff approval of this BWR Owners' Group initiative before a response to the March 5,1990 request could be provided.

Due to NRO Staff delays in completing review and c.losure of the MSIV leakage rate issue for the BWR Owners' Group, the Con pany has been unable to complete its response to the March 5, 1990 request. As a result of these delays, the NRR Project manager has recently requested that CP&L either respond to the March 5,1990 request or withdraw the October 10,1989 license amendment request. - Accordingly, the Company hereby withdraws its license amendment request dated October 10,1989; however, the Company intends to resubmit this amendment request for expeditious Statf approval following completion of the Staff's review of the BWR Owners' Group MSIV leakage licensing topical report.
