Semi-Annual Update of Integrated Schedule "ABC" Project Listing Pursuant to License DPR 50 Condition No. 2.c.9, GPU Nuclear (CPUN)

Corporation hereby submits the required semi-annual update of projects listed in each category (A, B, and C) as defined by the LRPP integrated schedule. The attachments to this letter include: 1) the ABC project listing; and, 2) a summary of changes since our last submittal dated May 6, 1991, GPUN letter No. C311-91-2039. An abstract of the attachments follows:

i. Attachment A - A new project listing of Category A, B, and C projects annotated by an asterisk (*) to identify new projects and by a double asterisk (**) to identify changes in Budget Authorization (B/A) number assignments. Completed projects have been removed from the schedule listing. Remaining projects are ongoing or are scheduled consistent with cycle / year commitments. Any changes in schedule are reflected on both Attachments A and B.
2. Attachment B - A summary listing of Category A and B projects which have been completed, deferred, changed in scope, or otherwise changed with explanations, as appropriate. The listing also contains Category C pro het c mpletions. Changes to the Category C scope or schedule co not impact the Category A and B schedules, 01 110<3 DR

This evaluation is sumarized in the discussion below.

The intent of GDC-17 is satisfiod rooognizing that under certain very 1cw probability conditions, in ortler to ensure acceptable 480V safety bus voltage, the current undervoltage protection setpoint could result in unit separation from a stable offsite pcwor system (229KV vs.

. 224 KV min. expected voltage). This oJuld occur with one auxiliary transfomer in operation, worst case electrical lincup, ard a design basis loss of coolant accident simultaneously occurrirq. The ca this cordition is between 6 x 10~}culated probpility ard 8 x 10- hased or on grid voltages experienced. In addition, the existing technical specifications restrict plant operation with one auxiliary transformr operable to a 30 day limit, durity which one emergency diesel generator is run continuously, ard Luth auxiliary traruformers are required to be operable for plant startup. A control roca ocrputer alarm has been installed to alarm on 230hV system low voltage ard operators are directed to notify Met D1 when such alarm is received and the unit is on one auxiliary transformer. Also, the 480V safety buses are provided with 92% voltage alarms which would allow operators to attempt to restore bus voltage before unit separation from the grid. It is also recognized B-3 '

that during normal plant operation, with a lowered grid voltage -(<230KV) and nmn rence of a sinn fault in one auxiliary transformer with fast transfer to the remining auxiliary transformer, a low probability of separation fr m the offsite grid exists. However, in the highly unlikely nmtrrence of these two independent events, the emergency diesel generators start and plant buses dismus:ct frcan the offsite systen. 'Iberefore, no safety concern exists for either of these low probability events.

In considerirg the guidelines contained in NRC Generic Istter 88-15, Electric Power Syste s, and NRC Generic Letter dated May 2,1979, Adequacy of Staticri Electric Distribution Systems Voltages, it is concluded that an

In sumary, the existirn 'IMI-1 electrical distribution systan continues to adequately ensure ocupliance with regulatory requirements and safety concerns.
