January 20, 1984 Mr. Harold R. Denton, Director Serial No. 039 Office of Nuclear Reactor Regulation N0/SBE: jab Attn:

Mr. James R. Miller, Chief Docket Nos. 50-338 Operating Reactors Branch No. 3 50-339 Division of Licensing License Nos. hPF-4 U. S. Nuclear Regulatory Commission NPF-7 Washington, D. C.

20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 IMPLEMENTATION OF EMERGENCY OPERATING PROCEDURES In our letter dated April 15, 1983, in response to Supplement 1 to NUREG-0737 (Generic Letter 82-33), we stated that the planned date for validation and implementation of the Emergency Operating Procedures was March 1, 1984.

Due to unanticipated complications in the extensive training program that has been undertaken, we have found it necessary to extend this completion date to April 15, 1984.

The complications that have arisen involve the scheduling difficulties prompted by the amount of training exposure intended for Licensed Operators and the reprogramming of certain scenarios in the newly operational North Anna Simulator.

The training program will be conducted on a shift basis (5 shifts) with specific emphasis on the E0P format and contingency actions.

It is expected, on this basis, that each Licensed Operator will receive between 60 and 70 hours8.101852e-4 days
0.0194 hours
1.157407e-4 weeks
2.6635e-5 months
of classroom training by a vendor and simulator exposure with subsequent tabletop discussions.

In conclusion, Vepco's commitment to the implementation of E0P's at North Anna is to provide the best possible training to each Licensed Operator.

In order to accomplish this goal, an extension of the planned completion date from March 1, 1984, to April 15, 1984, is required.

Very tryly yours,

/
