4 Washington Public Power Supply System Box 1223 Elma, Washington 98541 (206)482-4428 Docket 50-508 February 25, 1983 G03-83-155 Director of Nuclear Reactor Regulation Attn: Mr. G. W. Knighton, Chief Licensing Branch No. 3 Division of Licensing U. S. Nuclear Regulatory Commission Wasnington, D. C. 20555

Subject:

NUCLEAR PROJECT 3 RESPONSES TO NRC QUESTIONS ON PIPE CLAMPS

References:

a) Letter F. J. Miraglia to R. L. Ferguson, dated 6/25/02.

b) Letter #G03-82-760, G. D. Bouchey to F. J. Miraglia, dated 7/30/82.

Reference a) transmitted a set of 13 questions regarding the useage of ITT Grinnell pipe clamps to WNP-3. Responses to those questions were included in reference b).

Our response to question 2 of reference a) was a description of a test pro-gram to be implemented by ITT Grinnell. The intent of this test program, T

among other things, was to determine what additional stresses would be in-duced in the piping by the clamps.

The results of this test program have been inconclusive to date. The ap-proach taken by ITT Grinnell in an attempt to achieve a degree of simplicity in the testing and installation of these clamps, resulted in too wide a load range being enveloped by the design basis pre-torque.

Mr. G. W. Knighton Page 2 February 25, 1983 G03-83-155 RESPONSES TO NRC QUESTIONS ON PIPE CLAMPS The known loads applied to the clamps have been reexamined by pipe size and schedule. This information was transmitted to ITT Grinnel to cal-culate a specific torque value for specific piping applications. The new torques will be applied to particular clamps on representative pipe sizes.

Through the use of Stresscoat the points of highest stress around the pipe will be identified. Strain gauges will then be placed at the points of highest stress and the stresses due to torquing will be measured. The entire assembly will then be placed in a tensile test machine and loaded to the maximum load as dete. mined above. The final total stresses at each strain gauge location will be recorded.

The results of this effort will be compiled in a test report and should be available by June, 1983. Should you have any questions or desire further clarification, the Supply System point of contact in this matter is Mr. K. W. Cook, Licensing Project Manager (206/482-4428, ext. 5436).
