Emergency Response Data System (ERDS) / 10 CFR 50, Appendix E This correspondence is in response to the subject regulation and sets forth Con Edison's intended implementation program plan as required by 10 CFR 50 Appendix E (VI)(4)a. In this respect, the guidance contained in NUREG-1394 Revision 1, Section 3 has been utilized. As required by the subj ect regulation, con Edison's program plan is intended to have an ERDS operational by February 13, 1993.

The implementation program described belov generally follows the paragraph sequence utilized in Section 3 of NUREG-1394 Revision la

1. ERDS Implementation Overview Con Edison intends to implement a system- which vill transmit the data points stipulated in 10 CFR Appendix E for PVRs with two exceptions. .The ERD system vill receive inputs from the IP-2 Safety Assessment System (SAS) which 1.s- the Safety Parameter Display System (SPDS) for the plant. Currently, reactor coolant activity and containment hydrogen concentration are not available automatically in SAS. Per the rule ve believe this exception is acceptable and no; hardware vill be revised to accommodate these two data points.

Our SAS computers are- DEC VAX Equipment; thus interfacing with NRC ERDS computers' of similar manufacture vill be straight forward.

It is Con Edison's intent to provide an appropriate interface system that complies with the NRC's " Multiple Input / Multiple Output ERDS Send System Specification".

L Ve understand that Halliburton NUS will provide additional.ir. formation on a PC based interface by April 1, 1992. We vill make a decision on the detail of the interface after that date and inform NRC by June 30, ,Qf 1992. A

2. ERDS Transmission / Reception- Plan (Appendix A to NUREC-1394 Revision 1)

Indian Point Unit 2 vill be a single feeder site.

Further detail on specific interface vill be provided by June 30, 1992.

3. ERDS Cohanunication Description and Survey Questionnaire The questionnaire vill be completed as information becomes available. At this time we have identified contacts within con Edison for the technical specialties identified in Appendix D. This information is attached to this letter.
4. Data Point Library Compilation of the Data Point Library will require several months of preparation. Per the NRC's request process and instrumentation diagrams (P& ids) vill not
be utilized. However, we understand reference to the FSAR and figures to be acceptable, as appropriate.
5. System Isolation Requirements Appropriate isolation vill be provided between ERDS and any safety related systems.
6. Administrative Implementation Requirements Ve vill comply with the requirements of 10 CFR 50.72(a)(4) to revise our Emergency Plan Implementing Procedures to activate ERDS vithin one hour of the declaration of an alert or higher emergency classification . level. As required by 10 CFR 50 Appendix E,' hardware and software changes that could affect transmission format and computer format will be provided to the NRC within 30 days prior to implementation. Hardware and software changes that affect data points in the ERDS Data Point Library vill be submitted 30 days after changes are completed.
7. - Periodic Testing Con Edison vill participate in expected quarterly testing.

ERDS Implementation Plan As information becomes available responses to Appendix B "ERDS Communication Description and Sutvey Questionnaire" and Appendix C " Data Point-Library" vill be forwarded. It is our intent to forward all requested information no later than June 30, 1992, and have supplied the Appendix B personnel contact information as an attachment to this letter.

Vith respect to installation of phone lines by the NRC, some problems are anticipated due to limited availability of existing lines at the site. Per NRC instructions (NRC Region I meeting 10/16/91) ve have initiated discussions with the NRC Project Manager for FTS 2000. Section 3.6 has been addressed above in item 6.0 of this letter.
