Clinton Power Station Unit 1 HPCS Diesel Generator Testing Startup testing requirements for High Pressure Core Spray (HPCS)
Diesel Generators have been the subject of many evaluations.
We believe that sufficient assurance of system reliability has been proved by successful testing of similar HPCS DG units on other GE BWR plants.
Consequently, the presently imposed 69 full system starts could place unnecessary wear on system hardware, and should be reviewed.
The ability of the Clinton Power Station HPCS system to function as required can be demonstrated by system preoperational tests.
The stringent testing requirements of NEDO 10905 evolved principally from the NRC's concern for the large load-to-generator nameplate ratio of the HPCS Diesel Generator.
The Clinton generator-to-load ratio has been computed in the same manner as previous systems, and we believe that it should perform reliably as designed.
Similarly designed systems have successfully met this requirement and have exceeded GE's analytical expectation.
For example, the testing performed at LaSalle and Grand Gulf has clearly demonstrated the reliability of the General Electric HPCS DG system design.
We request an opportunity to discuss this matter with the NRC in further detail, at your convenience.
We propose a late March, 1983, meeting for these discussions.
If you concur, we will proceed with final arrangements and advise you accordingly.
