GPRP-4 for the Limerick Generating Station (LGS), Units 1 and 2, First Ten Year lnterval Pump and Valve Inservice Testing (IST)

Program.

Relief Request No. GPRR-4 requests relief from the American Society of Mechanical Engineers ( AS?!E) Boller and Frcanure Vessel (D&PV) Code Section XI, Subbection lWP r& uirement that instrumentation to measure pump inlet pressure hau ch accuracy of i 21 of full scale, and requests NRC approval to ung the primary containment suppression pool level inntru, mentation to determine pump inlet pressure.

This Relief Request applies to the Residual Heat Removal, Co';h Spray, and Safeguard Piping Fill systems.

The suppression pool provides the source of water to supply the pumps associated j

With these systems.

We prepose to use installed suppression pool lovel instrumentation which has an auuracy of 1 1.1% of full scale to determine pump inlet pressure in lieu of using the installed pump suction pressure instrumentation which does not meet the ASME B&PV Code required accuracy of 1 2% of full scale.

In order for us to meet the Code accuracy requirements for

-inservice testing, test gaugen would need to be installed.

Installing and removing these test gauges is not desirable since it would require repeated breaching of an chgineered safety featuro' pressure retaining component and could result in the spread of radioactive contamination within the Secondary j

BASIS FOR RELIEFt PLCo rroposes to mnasure pump inlet pr e,usu r e by using suppression pool level indica tors because pump suc tion is directly from the suppra.nsion pool and the level is monitored on a daily surveillance in'.erval.

Determining inlet prnnsure based on supprossion pool levnl is required because the permanently installed suction pres,sure in 'ruments exceed the ranum requirements speci fied in IHP-4120.

The installed instruments, which orn pressurn boundary Q, are required to assess system performanen during plant conditions other than inservice testing.

Thereforn, to moet Il*P-4120 ranco requirements for innervice testinu, test cauons would have to be used.

Installation and removal of test cauons is not dar.ireable because it requires the repeated breaching of a

contaminated system on a sectica of prnssure boundary 9 piping.

Accurate indicati7n of pump rouc t i on pressure can be daterminad using thn installed suppression pool loval inetrumentation.

Using the existino suppression pool level instrumentation with a full-scale ranun of 0 - 50 fact water oauge (wg) that is calibrated to 11.1%

full scale, the instrument tolerance is 10.5 font wp, or f0.26 psi.

The suppression pool instrument tole-anen of 10.26 psi is better than the Cada required necuracy.
