Enclosed are the following:

1. An application for amendment to the above license to provide for the use of VANTAGE SH fuel in subsequent plant operating cycles.

The proposed changes incorporate an increased control rod drop tino and replace reference to the DNB liinit and W-3 R-Grid correlation noted in the Bases with the safety analysis DNDR limit and WRB-1 correlation, respectively.

The nroposed changes have been evaluated in accordance with approved methodology and have been shown to comply with the applicable acceptance criteria except for the locked rotor event. The results of a preliminary evaluation indicated the projected control room dose limits would be exceeded for this event. Therefore, development of a new X/Q value was initiated usir.g the methodology authored by J. Ramsdell in NUREG/CR-5055.

The new X/Q value will be used in a radiological analysis to evaluate the control room doses and verify that the resulta are within acceptable limit 1. Preliminary estimates indicate the coi. trol room doses are within the required limits. If the final results should indicate otherwise, we will notify the NRC accordingly. The analysie results will be maintained in a file and will be available for NRC review on request. Additional UFSAR changes to incorporate the locked rotor radiological <

analysis results will be documented in a future UFSAR update.

2. Documents designated Attachments A, B, C and D which set forth, respectively, the changes in the Technical Specifications, the safety analysis (including the no significant hazards evaluation), the typed replacement pages, and the Westinghouse report " Plant safety Evaluation for Beaver Valley Power Station Unit 2" which provides the justification for the proposed changes.

This change has been reviewed by the Onsite Safety Committee and the Cffsite Review Committee and was determined to be safe based on the attached safety analysis.

APPLICATION FOR AMENDMENT TQ OPERATil[Q LICENSE Pursuant to Section 50.90 of the regulations of the U.S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A to this license be amended to provide for the use of VANTAGE 511 fuel in subsequent plant operating cycles.

The proposed Technjcal Specification change is set forth in Attachment A to this application. A cafety analysis and no significant hazard evaluation are set f.rth in Attachment B. Typed replacement pages for the technical specifications are contained on Attachment C. Based on the guidance provided by the commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WilEREFORE, Applicant respectfully requests that Appendix A to the operating license be amended in the form attached hereto an Attachment A.
