GL 91-06 RESPONSU NLR-H91104

1. Unit - lisnc_ frac}; ,
2. a. The number of independent redundant divisions of class lE or safety-related de power for this plant in Ingr.

(include any coparato class 1E or safoty-related do, such as any dc dodicated to the diosol generators.)

There are four indopondent rodundant channola (A, D, C,  !

and D) of class 1E 125 Vdc power. Additionally,'thore are two class IE 250 vde power systems in channels A and D which are dedicated to the High Prousure coolant Injection (HPCI) and Reactor coro Isolation cooling (RCIC) systems respectively.

b.' The number of functional safety-related divisions of do power necessary to attain safe shutdown for this unit is thI22

3. Does the control room for this unit have the following separato, independently annunciated alarms and indications for each division of de power?
a. alarms computer generated points input into common overhead annunciators for the 125 Vdc and 250 ydc systems.

Spo Item 5.

-b. Indications t

1) Battery float chargo current? YES contor 0 ammaters indicato both battery chargo and dischargo current. Esttery float chargo current is moasured directly during wookly and quartorly survoillance tests. Battery chargers have an insufficient chargo alarm.
2) Battery circuit output' current? YES
3) Battery dischargo? YER Soo comment for item 3.b.1) above.

l

4) Dus voltage? YES 1:

E c. Does tha unit havo written procedures for response to the above alarms and indications? YES L

); 4. Does this unit have indication of bypassed and inoporable status of circuit breakers or other devices that can be used to disconnect the battery and battery. charger from its de bus and the battery charger from its ac power sourco during maintenance or testing? XIE Every situation where a charger or battery is disconnected from the bus is alarmed and/or indicated in some manner.

5. If the answer to any part of question 3 or 4 is no, then provido information justifying the existing design featuros of the facility's safety-related de system.

Justification for Item 3.n Thoro is one Main Control Room ovorhead annunciator window l for the 125 Vdc system-and one for the 250 ydc system. Each window receives multiple inputs from the field and has reflash capability to alarm any subsequent alarns that may come in.1 Each input also goes to the control Room Intograted Display System (CRIDS) computer. The CRIDS CRT adjacent to the-overhead annunciator window box will identify the specific input point (s) which is in alarm.

Thorofore, the following responses provided for question 3.a represent- computer alarms that input into or o of two common overhead alarms (oither 125 vdc or 250 vdc):

1) Dattery disconnect / circuit breaker open? XES
2) Battery charger disconnect / circuit breaker open (both input ac and output de)? XEg The battery charg9r infood breaker on the 125 vde switchgear does not directly initiato an alarm.

But if thin breaker is opened or tripped, the battery. charger insufficient-chargo alarm relay will be activated.

3) Dc system ground? XEH
4) De bus undervoltago? 1ES
5) Dn bus overvoltago? YES 4 i

Battery chargers have an overvoltago alarm.

6) Battery charger failuro? XEH Page 2 of 6 ATTACHMENT 1

GL 91-06 RESPONSE NLR-N91104

7) Battery dischargo? YES Dattery dischargo can be detected utilizing soveral alarms and indicators. A battery monitor will alarm on low voltago, voltage imbalanco, blown fuso or switch opent local and control room  ;

ammotore indicato chargo and discharge curront; bus undervoltage rolays alarm on low voltago, ute.

Thoroforo, although a battery being discharged is not directly alarmed, there are sufficient indicators and alarms to inform the control room operator of the condition.

6. (1) Have you conducted a review of maintenance and l testing activition to minimize the potential for human i error causing more than one de division to be  !

unavailablo? XEg (2) Do procedures prohibit maintenance or testing on l redundant dc divisions at the same tino? XEg This policy is delineated in the work control administrativo proceduro rather than in the individual maintenance and test proceduros. Additionally, scheduling of channolized work which causes 1E oquipment and/or systems to becomo inoperable is conducted such that each channel is assigned specific days of the wook (10. Channel A work is scheduled on )

Mondays, etc.). Finally, all work orders identify applicable technical specification LCOs and are required to be signed on by the Senior Nuclear Shift Supervisor or Nuclear Shif t Supervisor who then legs l the LCO for tracking purposou. I

7. Hopo Crook technical specifications are written to the General Electric standard technical specifications.

Are maintenanco, surveillance and test procedures routinely conducted at the speciflod frequencios at this plant? Specifically:

a.

At least once per 7 days are the following verified to bo within acceptable limits:

1) Pilot call olectrolyte levol? XEg
2) Specific gravity or charging current? XEg
3) Float voltage? YES Page 3 of 6 ATTACHMENT 1

, . I GL 91-06 RESPONSE N LR-N91104 1

4) Total bus voltage on float charge? YES Battery terminal voltage is measured in lieu of bus voltage. Startup tests verified that no voltage drop exists betwoon the battery and bus.
5) Physical condition of all cells? YES
b. At least once por 92 days, or within 7 days aftor a battory dischargo, overchargo, or if t' pilot cell readings are outsido the 7-day survol] ice requirements, are the following verifit 'o be within acceptable limits:
1) Electrolyto level of each coll? XES
2) The average specific gravity of all cells? XES
3) The specific gravity of each coll? XEE
4) Tha average electrolyto temperaturo of a representativo number of c011s? XES
5) The float voltage of each coll? YES
6) Visual inspection or measuromont of the resistance of terminals and connectors (including the connectors at the de bus)?

Both visual and resistanco measuromonto are taken for battery intor-cell connections and-terminals ovary 92 days. However, connectors at tho de bussos are inspected on a 36 month interval.

SEE ITEM 9

c. At least overy la months, are the following veriflod:
1) Low resistance of each connection (by test)? YES Resistance of each connection is checked by measuromont in lieu of by test.

l

2) Physical condition of the battery? XES
3) Battery charger capability to deliver rated ampero output to the de bus? YES
4) The capability of the battery to deliver its design duty cycle to the dc bus? YES Page 4 of 6 ATTACHMENT 1

l -

GL 91-06 RESPONSE NLR-N91104

5) Each individual cell voltage is within acceptablo limits during service testa? 1Es Technical Specifications specify acceptanco values only for overall battery terminal voltage, not for individual cell voltages. Each individual coll voltago is reviewed by System Engineering as part of the System Performance Trending Program.
d. At least every 60 months, is the capacity of each battery verified by performance of a discharge test?

YES

e. At least annually, is the battery capacity verified by performance dischargo test, if the battery shows signs of degradation or has reached 85% of the expected service lifo? SEE ITEM _2
8. Does this plant have operational features such that following loss of one safety-related dc power supply or bust
a. Capability is maintained for ensuring continued and adequate reactor cooling? XEH
b. Reactor coolant system integrity and isolation capability are maintained? XEg
c. Operating procedures, instrumentation (including indicators and annunciators), and control functions are adequate to initiate systems as required to maintain adequate core cooling?

The minimum specified independent and redundant AC and DC power sources and distribution systems satisfy the requirements of GDC 17 of Appendix A to 10CFR50. Any 3 out of 4 channels have the capability to supply the minimum required safety loads to safely shutdown the unit and mitigate the consequences of an accident.

Based on the above, question 8.c does not apply to Hope Creek.

9. If the answer to any part of question 6, 7 or 8 is no, then provido your basis for not performing the maintenance, survoillanco and test procedures described and/or the bases for not including the operational features cited.

Justification for item 7.b.6)

Connectors at each de bus are inspected as part of a proventative maintenanco procedure ovary 36 months rather than overy 92 days. This frequency is used because 1) performance of the inspecti,7 requires the de bus to be do-onorgized and 2) the bus .4 not located in a corrosive or harsh environment.

J_qqtification for Ltem, M Battery performance dischargo tests are performed every la months in lieu of annually. This frequency is used because performance of the tests require the plant to be shutdown and the plant operates on an 18 month refueling cycle.
