20555 Dear Mr. Taylort In accordance with the Federal Emergency Management Agency (FEMA)

Rule, Title 44 CFR, Part 350, the Stato of New Jersey originally submitted the State of New Jersey Radiological Emergency Responso Plan site-specific to the Ovster Creek Nuclear Generating Station, located in Ocean County, How Jersey, to the Regional Director of FEMA Region II for review and approval on Juno 16, 1983.

The Region II Acting Director completed an ovaluation of the Now Jersey Stato and local plans and forwarded his recommendation for approval to FEMA lloadquarters for review and approval on June 29, 1989, in accordance with Section 350.11 of the FEMA Rulo.

llowever, before the lleadquarters review process could proceed, the Regional Director's evaluation required soveral clarifi. cations.

The Regional Director's evaluation was changed accordingly and subsequently resubmitted to FEMA !!cadquarters on April 30, 1990.

Included in this evaluation was a review of the full-participation exercisc conducted on June 6-7, 1989, in accordance with Section 350.9 of the FEMA Rule, as well as a transcript of the public mooting conducted on March al, 1984, in accordance with Section 35q.10 of the FEMA Rulo, to familiarize the public with the sito-opecific aspects of the New Jersey Stato and local plans for the Oyster Crook Nuclear Generating Station.

Based on an overall evaluation, I find and determine that the New Jersey Stato and local radiological emergency responso plans and preparedness site-specific to the Oyster Creek Nuclear Generating Station are adequate to protect the health and safety of tha public living in the vicinity of the sito.

The offsite radiological emergency response plans and preparedness are assessed as adequate in that there is reasonable assuranco that appropriato protective measures can be taken offsite in the event of a radiological emergency and that the plans are capable of being implemented.

The prompt alert and notification system installed and operational around the Oyster Creek Nuclear Generating Station was previously approved by FEMA on December 18, 1986, in accordance with the criteria of NUREG-0654/ FEMA-REP-1, Rev.

1, Appendix 3, and FEMA REP-10, " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants."
