Dear Mr. Arndt:
Thank you for your letter requesting review and consideration for endorsement of American Nuclear Society (ANS) standards that have been recently approved by the American National Standards Institute (ANSI). The NRC staff responsible for the use of ANS standards in our regulatory activities considered your request. The staffs feedback on the standards listed in your letter is provided below1.
ANSI/ANS-3.5-2018, Nuclear Power Plant Simulators for Use in Operator Training and Examination
- Regulatory Guide (RG) 1.149 endorses with clarifications the 2009 version of ANSI/ANS-3.5. The staff is considering endorsing ANSI/ANS-3.5-2018 in this guide and plans to start the RG update process in calendar year (CY) 2020.
ANSI/ANS-8.23-2019, Nuclear Criticality Accident Emergency Planning and Response
- RG 3.71 endorses the 2007 (reaffirmed in 2012) version of this standard with clarifications. The staff is considering whether to endorse the 2019 revision to ANSI/ANS-8.23 during calendar year 2020 and will provide the staffs determination during future committee meetings and or via a periodic review of RG 3.71.
ANSI/ANS-16.1-2019, Measurement of the Leachability of Solidified Low-Level Radioactive Wastes by a Short-Term Test Procedure
- Draft NUREG-2175, Guidance for Conducting Technical Analyses for 10 CFR Part 61 references the 2003 (reaffirmed in 2008) version of this standard. This draft NUREG report is the accompanying implementing guidance to a Part 61 rulemaking and was published prior to the issuance of the 2019 version of ANSI/ANS-16.1. This rulemaking is still in progress. In any future revisions to draft NUREG-2175 the staff will plan to reference or endorse ANSI/ANS-16.1-2019 as appropriate. The NRC representatives to ANS will provide status updates during future committee meetings.
ANSI/ANS-19.1-2019 Nuclear Data Sets for Reactor Design Calculations
- ANSI/ANS-19.1-2019 has not yet been endorsed by the NRC. The staff is planning to review this standard during the second quarter of CY 2020, and to assess the feasibility for endorsing it. The NRC representatives to ANS will provide status updates during future committee meetings.
ANSI/ANS-58.8-2019 Time Response Criteria for Manual Actions at Nuclear Power Plants 1
The feedback is based on staff plans as of April 2020. These plans are tentative and are subject to change.
- NUREG-0800, Chapter 18, Human Factors Engineering (2016), references the 1994 (reaffirmed in 2017) version of this standard. The staff periodically revises Chapter 18 to keep it current with agency policy and available guidance. As part of this periodic update process, the staff will review ANSI/ANS-58.8-2019 to determine whether to reference it or whether some other action may be warranted.
