Dear Mr. O'Reilly:
In accordance with 10 CFR Part 50.30 and Part 50.54, we are submitting 3 signed originals of Suppicaent 10 to the Vogtle Electric Generating Plant PSAR Chapter 17.
In addition, we are submitting 60 copies to the Documerit Control Desk in Washington, D.C.
In addition, instructions for inserting thic material are provided.
As can be seen from the supplement, the basic Qualfty Assurance Program has not been significantly changed. The changes are essentially admin-istrative in nature in that certain program responsibilities have been transferred from Bechtel Power Corporation (BPC)- to Georgia Power Company (GPC) and Southern Company Services (SCS). Specifically, responsibility for procurement has been transferred from BPC to GPC and the administration of the Supplier Surveillance Program has been transferred from BPC to SCS.
O This will provide for closer GPC administrative controls of the procurement l
and supplier surveillance activities. The changes do not adversely affect t.he technical or quality controls or reduce the commitments of the Quality Assurance Program.
Presently, the Quality Assurance Program addressing the design and con-i struction stage is documented in bcth :.ne PSAR and the FSAR. This supplement constitutes the last change to the PSAR Chapter 17. Any future changes, should they be necessary, will be documented solely as an amend-ment to the FSAR.
