Background:
ALAB-4hl4 recuires the Staff to state in the SFR itself enough information to nake clear the Staff's perception of the relationship between each generic unresolved safety issue and "the eventual oneration of the niant under scrutiny" (see u. C-2 of Harris SER. As detailed in Contentions 107-X and 107-Y filed today, Staff in fact requires other documents (and studies not even done yet) give to its position on many of these tasks, i.e. unresolved safety issues, as they relate to Harris.
Since I am required to respond to inadequacies in the SER, but eknnot respond to inadecuacies in +Ae Staff's analysis without seeing it (in some cases they reference page or section whole documents, no citations given), this prejudices my case unless s85 L.
I am allowed to resoond with new or amended contentions when the Staff cures its own failures to follow ALA3-hkh in its Har-is SFR.
o Ex Therefore, I respectfully request the Boavd to onder that 38 QQ Eddleman contention 107 remain deferred with respect to those unresolved safety issuen for which the Staff SED does not comply with ALAB-Ithh, until the Staff cures each such deficiency bv amendment' allcwing me 30 days frem its arrival to resnond to a h such anendment.
