Tuckman to NRC, " proposed Techoica1 E mci f icat ions Ch.mge, increase in Minimum Diosol Generator Fuel Oil 6t orage Hequirtment (T.S. 3/4.E.1 and Bases Section 3/4.8)", dated March 8, 1991 Gentlemen On August 15, 1991. a conference call was hold among Duke power Company and NPC personnel. One of t he items discussed during t he call was our process for procuring fuel oil supplies f or t he McGuire emergency diesel generators. This issue was being discussed because it related to a recent technical specification amendment submittal to increase fuel oil st orago requirements. Thn purpose of this let txr is to documeat what was discussed in the conturence call concerning fuel oli availability for MrGuire.

As noted in the reference each of t ho McGuire emergency diesel genera *. ors' f uel oil st orage t anks has a volume of approximately 50,000 gallons. This vo~lume in adequate t o supply it s rnspective diesel for approximately 1ivo days at a rated load of 4000 kw.

Observed diesel loads during engineered salety features testing and loss of offsite power event s indicata t hat the actual connected loads are significantly less than t hu 4000 kw rating and would allow f or greater than seven days of operation.

Elinar t ime period lu more than adequate to receive additional fuel oil supplies.

During routine and of f-normal operat ion wit h t he Technical Support Center (TSC) and the Crisis Management Center (CHC) not. activated, fuel oil procuremer.t would be handled by t he on-shif t Shiit Support Technician.

Duke has a contract order with the Exxon Company USA of Houston, Texas for supply of diesel fuel to HeGuire. Orders are routinely placed and received within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Thin group maintains a list of available suppliers and carricts for use in cracrgency situations.

Fuel oil supplies are located in close proximit y to McGuire and can be traru ported by a nutnber o!

c> m ercial carriern.

For examplo, t anh f arms are located in this area as follows:

1) paw Creek - approximately 20 miles south
2) Grecusboro - approximately tiO miler, northeast
3) Spartanburg - approximately 65 miles r.outhwest In addition t o these cornmercial sources Duke maint ains two f uo't oil tankers (approximately 7200 gallons each) at the Toddville Warehouse which is within 20 miles of McGuire.

Fuel oil can also be transported by Duka or cocanercial car riers f rom l>c'ce's combustion turbine locations at liuck Dan R'ver, l.er,11unards Ecost, and Riverbend.

It is thernfore our concluulon th:st the a u llable fuel oil supply in the storage tanks at McGuire provides adequate time to allow for t.he delivery of fuel all from any of tbe numerous sources in this area in ac:ordance with in place energency planning procedures.
