VIRGIL C. SUMMER NUCLEAR 51AT10N DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR 910006) (ONO 910050)

On September . 16, 1991, with the plant in Mode 1, Main Steam Line Radiation Monitor RMG-19C wa; declared inoperable due to the remote alarm and horn being inoperable. Tachnical Specification 3.3.3, " Radiation Monitoring Instrumentation," requires that the Main Steam Line Monitors, RMG 19A, B. &

C, be operable in Modes 1, 2, 3, and 4. An Action Statement associated with the Technical Specification requires that a Special Report be submitted should a monitor be inoperable in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. Due to the extensive troubleshooting effort the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> action statement was exceeded. South Carolina Electric & Gas Company (SCELG) is therefore slibmitting this Snecial Report pursuant to this requirement. SCE&G began shutdown for a scheduled 60 day refueling outage September 20 with the plant entering Mode 5 on September 22, 1991. Repairs to return the monitor to operable status have been completed; however, because the monitor is not required at this time, the unit remains out of service while a possible ground potential between the radiation monitor and the output to the plant computer circuitry, which is unrelated to the initial problem, is investigated. The unit will be declared operable prior to entering Mode 4 upon :ompletion of the refueling outage.
