NRR OFFICE LETTER NO. 35 PROCEDURES FOR THE AVAILABILITY, RETENTION AND INDEXING 0F CODES AND STANDARDS This NRR Office Letter provides procedures for the availability, retention and indexing of Codes and Standards. NRC staff documents
- that endorse industry Codes and Standards (excluding computer codes) or use such Codes and Standards in supporting the staff position given in the document, shall include those Codes and Standards in the references or bibliography.
They shall be clearly marked so that an encoder'in the Document Control System can readily separate them from other entries in the reference section or bibliography. The reference or bibliography shall contain all endorsed or supporting standards even if they are cited in other supporting documents, such as a Standard Review Plan, a Regulatory Guide, or a Branch Technical Position.
A copy of the staff document shall be sent to the Library Branch clearly marked to be used for Codes and Standards cross referencing.
References to Codes and Standards Each reference to a Code or Standard shall include the following:
a.
The title of the Code or Standard b.
The identification number of the Code or Standard c.
The names of the originating organization, if other than the American National Standards Institute.
d.
The date of issue, if not given as part of the identifying number.
e.
An availability statement if the Code or Standard is still in draft form; i.e., available in NRC Public Document Room for inspection and copying for a fee.
In these procedures, staff documents include all documents used in support of licensing actions; for example, safety evaluation reports, environmental statements, the Standard Review Plan, branch technical positions, NRC Orders, Regulatory Guides, Rules and Regulations (10 CFR).

For references to the Boiler and Pressure Vessel Code of the American Society of Mechanical Engineers, include the Section, Division, Sub-article, and addendum in which that subarticle appeared.

Availability Statements The preface note to the section of the staff document presenting the references or the bibliography shall include the following statement:
Copies of industry Codes and Standards used in a substantive manner in the NRC regulatory process are maintained at the NRC Library, 7920 Norfolk Avenue, Bethesda, Maryland, and are available there for reference use by the public. The industry codes and standards in the list below are indicated by an asterisk (or similar notation) in the left margin. Codes and Standards are usually copyrighted and may be purchased from the originating organization or, if they are American National Standards, from the American National Standards Institute,1430 Broadway, New York, N.Y.
