Centlemen:
By letter dated January 15, 1991 (Serial: NLS-90-197), as supplemented by letter dated May 17, 1991 (Serial: NLS-91-128), Carolina Power & Light Company (CP&L) requested a change to the Technical Specifications for the Brunswick Steam Electric Plant, Units 1 and 2.
The proposed amendment revises numerous Technical Specifications in support of the re-alignment of some of CP&L's Nuclear Generation Group organizational structure.
The NRR Project Manager requested clarification of several items pertaining to CP&L's proposed Technical Specification changes. The requested clarifications, and CP&L's responses thereto, are provided in Enclosure 1.
Enclosures 2 and-3 provide typed Technical Specification pages for Units 1 and 2, respectively.
Carolina Power & Light Company has reviewed the revisions to the previously submitted Technical Specification changes and detsrmined the conclusions of the significant hazards evaluation remain valid.

NRC 1 TEM 1:
Technical Specification 6.10.2.n should be modified to continue requiring retention of audit report records for the Corporate Nuclear Safety Section organtration.
CP&L RESPONSE:
Technical Specification 6.10.2.n is intended to require retention of records relating to previous independent review organizations, such as the Corporate Nuclear Safety Review Committee or the Corporate Nuclear Safety Section. As requested, preposed Technical Specification 6.10.2.n has been revised to require the retention of independent review records for the previous Corporate Nuclear Safety Section, ERC ITEM 2:
Clarify the relationship of " Units" and " Sections" relative to the Quality Assurance organization structure as discurced in CP&L's submittal dated January 15, 1991.
CP&L RESPONSE:
Under CP&L's organizational structure, " units" represent a suborganization cf a "section" (i.e., " units" functionally report to and are part of " sections").
As such, the Quality _ Assurance Auditing Unit was a suborganization of the Quality Assurance Services Section.
NRC ITEM 3:
Explain why proposed Technical Specification 6.5.5.5 does not requiro that copies of Nuclear Assessment Department audit reports also be sent to the Vice President - Nuclear Services Department.
CP&L RESPONSE:
The existing Technical Specification 6,5.5.5 stipulated that audit reports generated by the Quality Assurance Audit Program should be distributed to the responsible manager within the Quality Assurance Department (the Manager
- Quality Assurance Services Section), the senior manager to whom the Quality El-1
i Assurance Department reports (the Executive Vice President - Power Supply),
th.3 management for the facility being audited (the Manager Brunswick Nuclear proj ec t, whose title has since changed to the Vice President - Brunswick Nuclear Project; the General Manager Bremswick Plant; and the Senior Vlec Nuclear Generation), and the Manager Nuclear Services Department President (whose current title is Vice President - Nuclear Services Department).
The Corporate Nuclear Safety Section was previously a sub-organization of the Nuclear Services Department. One of the Corporate Nuclear Safety Section's responsibilit.ies included the rev!?w of Quality Assurance Department audit reports generated in accordance with Technical Specification 6.5.5.2:
therefore, the department head for the Nuclear Services Department was identified in Technical Specification 6.5.5.5 to receive a copy of audits reports generated by the Quality Assurance Audit Program.
With the creation of the Nuclear Assessment Department, the safety assessment and review functions of Corporate Nuclear Safety Section were transferred to the Nuclear Assessment Department as described in CP61.'s letter dated January 15, 1991 (Serial: N LS 197 ) ; the remaining Corporate nuclear Safety functions have been tr ansferred to the Nucicar Engineering Department.

these changes in organizational and functional responsibilitles, a
revision to Technical Specification 6.5.5.5 was proposed to (1) require that audit reports be prepared and approved by the Manager - Nuclear Assessment Department, sinco he will now be responsible for the preparation of audit reports previously-generated by the Quality Assurance Audit Program, and (2) remove the Vice President - Nuclear Service Department from the required distribution of these audit reports, since he is no longer the manager responsible for overseeing the Corporate Nuclear Safety function.
The Nuclear Assessment Department intends to continue to informally provide copies of these audit reports to appropriate nucicar-related department heads.
