'NRC I&E Bulletin 83-06, Nonconforming Materials Supplied By Tube-Line Corporation.
Dear Mr. Martin:
The referenced letter provided our interim response to I&E Bulletin 83-06. This letter provides our final response on actions we have taken, or which are underway, to mitigate the concerns of this Bulletin.
We have taken the following steps to insure that no substandard or nonconforming materials were incorporated into any PVNGS parts, components, subassemblies or systems. Letters were sent to all of our class "Q" listed suppliers, both Home Office and Field Procurement,
. hose scope of work and supply could contain the materials listed in w
q the subject Bulletin. We requested these suppliers to review their procurement activities (for the applicable purchase orders) to deter-mine if they, or one of their sub-vendors, have utilized Tube-Line
' Corporation products for PVNGS. We have received responses from all of our suppliers.
We have identified two su'ppliers which have furnished Tube-Line Corporation materials to the PVNGS jobsite for use in safety-related systems:

Pullman Power 12-3", 150 lb., raised Essential Cooling (Through Capitol Steel face weld neck flanges water and Pipe)
TN identified materials are being dispositioned as follows. The spare ei.ange piece has been quarantined in the PVNGS warehouse and Bingham-iilliamette will rep!: ire this flange piece by February 29, 1984. For the Pullman Pwer raised face weld neck flanges we have obtained the Material Test Report (certified test report from the mill) and we have verified material conformance to ASME Section II, 1974 Edition, 1975 Summer Addenda (note: Bulletin 83-06 required conformity to ASME Section III, but Section III refers to Section II for code material requirements).
For additional assurance of conformity we will take material hardness readings and also perfor;: chemical analysis on the flange material.
The testing and the test report will be completed by February 29, 1984.
