Dear Mr. Vassallo:

SIMMARY In accordance with the Code of Fe.deral Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2.

The enclosed revisions supplement our October 17, 1983, December 13, 1982, and May 31, 1979 submittals concerning Radiological Effluent Technical Specifications (RETS).

DISCUSSION By letter dated October'17,1983 (Serial:

LAP-83-456), CP&L submitted revised proposed TS revisions to incorporate RETS into the Appendix "A" Technical Specifications for the Brunswick Plant. This submittal did not, however, include proposed TS revisions concerning the Administrative Controls section requirements relating. to the RETS. Instead, CP&L committed to provide the appropriate revisions to the Administrative Controls TS section in a subsequent submittal.

On December 10, 1982, CP&L submitted proposed TS changes to reflect revisions in the corporate and Brunswick plant organizations. Those proposed TS changes f ormed the basis for preparing the RETS-related Administrative Controls section requirements (submitted by our December 13, 1982 letter).

Since submittal of the December 10, 1982 TS request, further organizational changes have occurred which result in revisions being required to our December 10, 1982 Administrative Controls request (and consequently our December 13, 1982 RETS request). Therefore, in order to de-couple the schedule for issuing the RETS (with RETS-related Administrative Controls requirements) from the' schedule for issuing the organizational-related TS changes, CP&L is herein enclosing revised Administrative Controls section pages for the RETS that are based on the currently approved Brunswick Administrative Controls section.

D. B. Vassallo The enclosed TS pages provide RETS-related changes only and do not include' corporate or plant organizational changes. The organizational changes will be provided by a separate submittal in the near future.

ADMINISTRATIVE INFORMATION' The revised Brunswick-1 RETS Administrative Controls changes are provided in Enclosure 1, and the revised Brunswick-2 RETS Administrative Controls changes are provided in Enclosure 2.

Justification for one technical change included in this submittal is provided in Enclosure 3.

The pages with the RETS-related revisions have the changes indicated by vertical lines in the right-hand margins. Since this request is a supplement to our Oc tober 17, 1983, December 13, 1982, and May 31, 1979 submittals, CP&L has determined that no license amendment application fee is required.
