Gentlemen:

Enclosed is Revision 5 to the Comanche Peak Steam Electric Station (CPSES)

Unit 1 and 2 Inservice Testing Plan (IST) for Pumps and Valves in the first interval. The Plan is a combined Unit 1/ Unit 2 Plan, implementing the same requirements from the ASME Boiler and Pressure Vessel Code,Section XI,1989 Edition of Section XI (No Addenda) on Units 1 and 2. The effective date of this revision is February 22, 1995, at 12:01 AM CST.

The attachment provides a detailed description of the changes made by Revision 5 to the Plan in a format identical to that provided for changes to the Final Safety Analysis Report (FSAR). All changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 corresponds to each change justification as discussed in TU Electric letter TXX 88467 dated June 1, 1988). In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TU Electric 10CFR50.59 process and found not to include any "unreviewed safety questions."

The internals of the Unit 1 check valves are scheduled for removal during the fourth refueling outage for Unit 1. After Minor Modification 93-443 has been accepted by operations, testing is no longer required. Based on system configuration these valves are not required to perform a safety function.

Update  :

The NRC Safety Evaluation dated January 29, 1993, and NUREG-0797, SER Supplement 26 rejected Relief Request V-5 as originally submitted. On July 1, 1993, via TXX-93237 TU Electric committed to revise the IST Program Plan to withdraw the relief request.

The NRC allowed the substitute testing described in Relief Request V-5 to continue to be implemented until startup from the third refueling outage for Unit 1 and until startup from the first refueling outage for Unit 2. The third refueling outage for Unit 1 and the first refueling outage for Unit 2 >

have been completed. Therefore, the references to Relief Request V-5 are being deleted from Table 4.
