Gentlemen:

In letters dated April 15, August 5 and September 2,1983, Alabama Power Company submitted schedules for the Preliminary Farley ERC Integrated Implementation Plan. In these letters, Alabama Power Company committed to submit its Control Room Design Review (CRDR) Program Plan during October 1983. In accordance with this comitment Alabama Power Company's CRDR Program Plan is attached for your review.

The program plan was developed using guidance provided by the Nuclear Utilities Task Action Committee on CRDR with the support of the Institute of Nuclear Power Operations and describes the manner in which Alabama Power Company will conduct a human factor ' review of the Farley Nuclear Plant control rooms. The pr'ogram plan addresses the provisions of NUREG-0737, Supplement 1. Additionally, the plan addresses how previous Alabama Power Company CRDR efforts will be utilized to provide a comprehensive review.

The program plan identifies numerous activities which require the support of Alabama Power Company personnel not . designated as CRDR review team members (e.g., operations personnel, training personnel, etc.).

These personnel are involved in preparations for the upcoming Farley Nuclear Plant - Unit I refueling outage scheduled to begin in the January / February 1984 timeframe and are presently unavailable to support CRDR. acti vities. - based on the Westinghouse Owners' Group (WOG) Emergency Response Guidelines (ERGS), Revision 1. These plant-specific emergency procedures, scheduled to be developed nine months following WOG approval of the ERGS, are expected to be implemented by July 1984. Therefore, CRDR activities are tentatively scheduled to comence in the third quarter of 1984. As stated in letters dated August 5 and September 22, 1983, a proposed schedule of CRDR activities will be submitted for your review on December 15, 1983..

Upon completion and evaluation of Alabama Power Company' , CRDR ef forts, a summary report identifying deficiencies, proposer' solutions and schedules will be submitted for your review.
