Trending of Inspection Checklists

Dear Mr. Keppler:

Illinois Power (IP), in a continuing effort to improve the Corrective Action Program at Clinton Power Station (CPS), has revised the methods of implementing past commitments cencerning the deficiency trending of Baldwin Associates (BA) Quality Control inspection checklists. This letter modifies IP's position regarding the commitments made in the following letters:

(1) IP response to Notice of Violation 50-461/81-05 ; IP letter U-0244 dated June 11, 1981.

(2) IP response to Notice of Violation 50-461/82-02; IP letter U-0536 dated November 3, 1982.

(3) IP response to Confirmation of Action letter of Septem-ber 1, 1982; IP letter U-10003 dated October 20, 1982.

(4) IP Corrective Action Program; IP letter U-10025 dated January 26, 1983.

In the above letters, IP commi;ted to, or placed additional emphasis on, the trending of BA Quality Control inspection check-lists to identify adverse trenes in construction work. The trending of checklists was necessary in the past since minor discrepancies were noted end resolved by the checklists, and were not normally identified on Nonconformance Reports (NCRs).

Since these commitments were established, Illinois Power has made significant improvements in the Corrective Action Program that have eliminated the need for checklist trending. These improvements include:

1. Procedurally requiring the initiation of an NCR to document and resolve those discrepancies noted on inspection checklists.
