Dear Mr. Keppler:

This letter serves as the final report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning HMA relays supplied to Perry Nuclear Pcver Plant by the General Electric Company (GE) for use in Unit 2.

Mr. E. Riley of The Cleveland Electric Illuminating Company (CEI) originally notified Mr. P. Pelke of your of fice on August 18, 1982, that this potential deficiency was being evaluated by CEI.

The first interim report, dated September 17, 1982, contained a description of the deficiency and the method planned for completion of the evaluation. The final report fer the Unit I relays was contained in our letter dated November 24, 1982.

This letter contains the results of the evaluation for the Unit 2 relays.

Evaluation of Deficiency The inspection of the Unit 2 HMA relays was completed as required by GE Field Disposition Instruction (FDI) WPMM, The evaluation revealed no occurrences of insufficient lead to terminal spacing in the relays. This indicates the identified potential significant deficiency is not applicable to Perry's Unit 2 HMA relays.
