Dear Mr. Vassallo:

Carolina Power & Light Company (CP&L) hereby requests NRC approval to perform a short duration integrated leakage rate test (Type A) at the Brunswick Steam Electric Plant Units No. 1 and 2 (BSEP No. 1 and 2).

The short duration test will be performed to meet the test duration criteria contained in Section 2.0 of the Bechtel Topical Report NB-TOP-1, revi.wion 1, dated November 1, 1972, " Testing Criteria for Integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plants". The test will also be in conformance with BSEP Unit No. 1 and 2 Technical Specifications, 10 CPR 50 Appendix J and ANSI N45.4-1972, " Leakage-Rate Testing of Containment Structures for Nuclear Reactors."

In addition to meeting the above criteria, the mass point technique will also be used to calculate ths leakage rate. This technique is recommended in ANSI N56.8-1981, " Containment System Leatrage Testing Requirements" for short duration leak. rate tests. The neasured overall integrated containment leakage rate, defined in the BSEP Technical Specifications and required by 10 CFR 50, Appendix J, vill be used as the acceptance criteria.

CP&t, understands that the Bechtel Topical Report has been approved by the NRC. Changes to the BSEP Technical Specifications will not be required to perform a short duration integrated leakage rate test (Type A).

In order to facilitate scheduling for the March 1984 BSEP No. 2 outage, CP&L requests NRC approval of this request by January 1, 1984.
