S APPLICATION FOR AMENDMENT OF CONSTRUCTION PERMIT NOS. CPPR-108 AND CPPR-109 By application dated July 11, 1975, as amended on December 15, 1975 and September 16, 1976,_ Georgia Power Company (GPC) requested amendments to Construction Permits CPPR-108 and CPPR-109 for the purpose of adding Oglethorpe Electric Membership Corporation (since renamed Oglethorpe Power Corpora-tion), (OPC), Municipal Electric Authority of Georgia (MEAG) and the City of Dalton (Dalton) as co-owners of the Vogtle Electric Generating Plant, Units 1 and 2 (Vogtle 1 and 2).
The applica-tion as amended requested permission for GPC to sell undivided 30%, 17.77. and 1.6% ownership interests in both Vogtle 1 and 2 to OPC, MEAG and Dalton, respectively.
The requested addition l
of the co-owners was approved by the Supplemental Initial Decision (Construction Permit Proceeding) of the Atomic Safety and Licensing Board, dated January 11, 1977, and the amendments to the construc-tion permits were issued on January 24, 1977.
The amended con-struction permits were issued to GPC, OPC, MEAG and Dalton "as their interests appear in the application to add co-owners, as l

This application for a further amendment to the con-struction permits is for the purpose of authorizing the sale of an additional 5% undivided interest in Vogtle 1 and 2 by GPC to MEAG, with the result that GPC will then have a 45.7% and MEAG a 22.7% interest in the two units.
No change is requested in the ownership interests of OPC or Dalton.
The contractual arrangements between GPC and MEAG previously submitted to NRC will be modified for the purpose of (a) increasing MEAG's owner-ship interest in Vogtle 1 and 2 and (b) revising and rescheduling the relative entitlements of GPC and MEAG to the electrical out-put of Vogtle 1 and 2.
No change will be made in the provision of the contracts giving GPC sole responsibility for the design, construction and operation of Vogtle 1 and 2.
A copy of the contractual modifications will be furnished to NRC promptly after execution.
Closing of the sale is presently expected to occur December 20, 1983.
No other federal or state regulatory approvals, other than by the NRC, are required in order to effect the sale of an additional ownership interest to MEAG.
In view of the change in the Commission's regulations eliminating the requirement for a showing of financial qualifi-cations, no supplemental information is provided with this application with respect to the financial qualifications of either GPC or MEAG.
Applicants propose that this amendment application be treated as a Class II activity, and thus enclose a filing fee of
$1,200.
