Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed is a proposed change to the Technical Specifications set forth in Appendix A to the above mentioned License.
Supporting information and analyses demonstrating that the proposed change involves no

significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.
The proposed Technical Specification change contained herein represents a revision to Specification 3/4.5.1, "ECCS - OPERATING." Specifically, the proposed change to l
Surveillance Requirement 4.5.1.e.2.e) would reduce the leak rate test pressure for the safety related Automatic Depressurization System (ADS) nitrogen receiving tanks from 385 psig to l
365 psig. This change is required to prevent potential degradation of the rupture disk located on each ADS nitrogen receiving tank during the performance of Surveillance Requirement 4.5.1.e.2.e). In the past, testing at 385 psig has resulted in the failure of the rupture disk because of the combination of high previous operating pressures and subsequent testing. The disk failures require disk replacement and retesting which adds to the required outage work scope. The reduction will bring the operating and test pressures in line with the manufacturer's recommended operating pressure. Niagara Mohawk Power Corporation is requesting this license amendment be issued by April 15, 1995. This will allow time to -
implement the change prior to the next scheduled performance of the surveillance during the upcoming refueling outage. The test has been scheduled as late as possible (April 16, 1995) without impacting critical path.
Pursuant to 10 CFR 50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
