This refers to the routine safety inspection conducted by Messrs. W. J. Slawinski and R. Caniano_of this ofiice on August 15-19, 1983, of activities at Monsanto 7

Research Corporation, Dayton Laboratory, authorized by NRC Material License i

No. SNM-567 and to the discussion of our findings with Edward Janzow and

_ Stephen Hoadley at the~ conclusion of the inspection.

'The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective.

examination of procedures.and representative records, observations, and interviews with personnel.

During this inspectior, certain of your activities appeared to be in non-compliance with NRC requirements, as described in the enclosed Appendix.

With respect to Item 1 the inspection showed that action had been taken to i

correct the identified noncompliance and to prevent recurrence. Consequently, i

.no reply to this item of noncompliance is required and we have no further

, questions regarding this matter at this time. Regarding the remaining item,

~

a written response is required.

In addition to our concern for corrective action with respect to the specific items of noncompliance noted, we are concerned about the August 23, 1982, incident in which an uncontained AmBe pellet (containing approximately f-2.8' curies americium-241) was found by one of your Health Physics Technicians

behind the shield barrier in Room 7 of your controlled process area. 'In

. violation of your internal procedures, the uncontained pellet was apparently stored in one of_your storage wells rather than in a glove box or remote cell.

Consequently,.in your reply to this letter, please describe those actions

-taken or planned to improve control over the movement of radioisotopes within your facility so as to preclude a recurrence of this or similar incidents.

The responses directed by this letter (and the accompanying Notice) are not subject to the clearance procedures of the Office of Management and
