Dear Dr. McBride:

Attached is Submission No. 3 of Information Subsequent to Construction Permit containing supplemental information requested by the Division of Materials Licensing relative to the Applicant's financial responsibility.

This information is submitted in two parts, the first part being a statement of general financial responsibility, and the second part being detailed operating statements of the Applicant. Pursuant to the provisions of Title 10, Chapter 1, Section 2.790, Code of Federal Regulations, it is requested that the information contained in the second part of the Submission (each sheet being designated " Subject to Section 2.790") be withheld _from pub ic disclosure on the following bases: gG (,,0 gW [K{

contracts against foreign competition. 'Ihe loss of such business would not b

only adversely affect the operations of the Applicant and other potential M

2. The licensing procedure has evolved primarily around the utility industry and does act take due cognizance of the competitive elements of the chemical industry. Information contained in the second part of this Submission could be detrimental to the interests of the Applicant if access thereto is not' restricted, at the discretion of the Commission, to persons properly and directly concerned with the issuance of the license requested by the Applicant.

It is the Applicant's understanding that the following of this procedure will not cause delay in the processing of its application.
