Louisiana Power & Light Company Waterford SES Unit 3 Docket'No. 50-382 Request for Extension of Construction Permit Daar Mr. Eisenhut:

Pursuant to 10CFR59.55(b), Louisiana Power & Light hereby requests that the Commission extend the latest construction completion date, October 30, 1983, for Wcterford SES Unit No. 3 set forth in the Construction Permit, CPPR-103, to September 30, 1984.

Ao a result of an extensive review of.our construction, startup testing and system transfer progress, Waterford 3 is now scheduled to be placed in commercial operation in November 1984 This is based on an officici scheduled fuel load dste of May 31, 1984. It should be noted that project completion planning is targeted upon loading fuel by March 31, 1984. This target date is considered to b3 achievable and LP&L will request the NRC Safety Review to be based upon that date, As you are aware, Louisiana Power & Light has recently strengthened the Weterford 3 project by the addition of a number of key managers with extensive commercial nuclear experience, giving confidence to the achievability of the target date.

The schedule delay is due in part to factors unanticipated at the time of the last CP extension request, and in part to factors whose scope and impact were underestimated. The startup test program is being conducted using the guidelines cf Revision 2 to Regulatory Guide 1.68 (Initial Test Program for Water Cooled Nuclear Power Plants). The exhaustive prerequisite testing, preoperational tcsting, troubleshooting and ratesting necessary to meet the exacting acceptance criteria continues to affect systems turnover to the LP&L startup group, and then to the plant staff. Although the problems identified via testing are all resolvable and generally on a par with current industrv norms, the magnitude and i

i dtcumentation requirements are wider in scope than originally anticipated.

( Although fuel load schedule has been impacted, the net result will be a safer and i

more reliable plant. ,

In the sane ti=e period, LP&L has been i=plementing =ajor improvements in the Fire Protection program at Waterford 3 to meet the recuirements of Appendix R to 10CFR50 (Sept., 1981). Large areas of the plant have been added to the autenatic sprinkler and thermal / smoke detection coverage (see FSAR Figures 9.5A-1 thru 9.5A-9). Installation of the required piping and cabling through already congested areas has made completion of these systems slow and difficult. LP&L has also significantly improved fire barrier integrity by providing rated fire dampers in HVAC ductwork, sealing conduit entries through fire tones, and installing fire walls and radiant shields. Safe shutdown in the event of fire has been assured by rerouting and wrapping cable in one-hour barriers where necessary, and enhancing the remote shutdown panel.

This time period has also seen major parts of the TMI Action Plan requirements installed. Again, in certain cases, the scope of work required 7to meet the aims of the post-TMI improvements was not known at the time of our last request. An example, is the method of meeting the need to provide infor=ation on core cooling (NUREG-0737 II.F.2). Adequate designs in this area have only evolved within the industry over the last two years.

Lcstly, cash flow restraints discussed in our August 1980 request extended through October of that year affecting schedule recovery.

In summary, the official schedule fuel load date of May 31, 1984 recognizes all known station improvement and licensing related design changes and testing rcquirements, as well as schedule contingency beyond the target date of March 31, 1984. The requested Construction Permit expiration date reflects, however, six additional months from the target date to account reasonably for the possibility of additional licensing requirements or construction related problems.
