Docket Nos. 50-361 and 50-362 Amendment Applications 137 and 121, Review Information Technical Specification Improvement Program San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are the following items to facilitate review of two provisions of the Technical Specification Improvement Program (TSIP), Amendment Applications 137 and 121:

1. Calculation N-4072-003, Fuel Handling Accident (FHA) Inside Containment, Control Room and Offsite Doses. This calculation is used to demonstrate the acceptability of having both Containment Airlock Doors open concurrently with a fuel handling accident, to support proposed LC0 3.9.3, CONTAINMENT PENETRATIONS.
2. Markup of the current Technical Specifications for Section 3.9.4, CONTAINMENT BUILDING PENETRATIONS, including the provisions of proposed LCO 3.9.3, CONTAINMENT PENETPATIONS. This markup incorporates the provisions of TSIP into the existing Technical Specifications format.
3. An addition to the current Technical Specification Bases for Section 3.9.4, CONTAINMENT BUILDING PENETRATIONS, including the administrative provisions to be in place when both Airlock Doors are open concurrently.
4. Markup of the current Technical Specifications for Section 3.3.1, REACTOR PROTECTIVE INSTRUMENTATION, including the provisions of proposed LC0 3.3.13, SOURCE RANGE POWER MONITORING CHANNELS. This markup incorporates the provisions of TSIP into the existing Technical Specifications format. Also, this markup uses the words " source range neutron flux monitors" to be consistent with the existing Technical Specifications wording.

Inclusion of the Containment Airlock Door and Source Range Monitoring provisions into the current Technical Specifications would not alter the t l

requirements from those proposed in PCN 299.
