Dear Mr. Denton:

Attached are proposed amendments to the Technical Specifications for Facility Operating Licenses NPF-9 and NPF-17 for McGuire Units 1 and 2. The proposed amendments would allow the upper limit for containment lower compartment to be increased to 125'F for up to 90 cumulative days per calendar year provided the lower compartment temperature averaged over the previous 365 days is less than 120*F. The attachment shows the proposed amendments and discusses the justification and safety analysis. An analysis is also included pursuant to 10 CFR 50.91 regarding whether the proposed amendments involve a significant >

hazards consideration.

We respectfully request that this application receive a timely review because recent data indicate that the McGuire Unit 2 containment lower compartment may exceed the maximum temperature.in the coming weeks when the Lake Norman hypolimnion mixes with the rest of the lake resulting in higher cooling water temperatures.

Pursuant to 10 CFR 170.22, Duke Power proposes that this request involves one Class III license amendment and one Class I license amendment. Accordingly, a check for $4,400 is enclosed. ~

These amendments have been determined to have no safety or environmental impact.
